- This is a Total Small Business Set Aside requirement for the overhaul of various valves. The contractor shall provide all labor, facilities, equipment and all material to accomplish repair, test, packing, preservation and packaging of the KC-135 Ejector Shutoff and Relief Valve, F-16 Variable Pressure Regulating and Shutoff Valve, and F-15 Avionics Flow Control Valve. A firm fixed price requirements type contract is contemplated. The contract period will be one year with four one-year options. The items and quantities are as follows: Item 0001: Overhaul NSN 1660-01-140-1978, P/N 979968-2-1; Noun: Solenoid Valve; Applicable to KC-135R aircraft; Basic Year Quantity, 20 each; Option I Year Quantity, 20 each; Option II Year Quantity, 20 each; Option III Year Quantity, 20 each; Option IV Year Quantity, 20 each. Item 0002: Overhaul/Modify NSN 4810-01-052-5358TP, P/N 3213790-5-1 and/or NSN 4810-01-252-9429TP, P/N 3213790-5-2 and/or NSN 4810-01-142-6616TP, P/N 3213790-6-1 and/or NSN 4810-01-256-1982TP, P/N 3213790-6-2 to be delivered as NSN 4810-01-345-1092TP, P/N 3213790-7-1; Noun: Pressure Regulating and Shutoff Valve; Applicable to F-16 aircraft; Basic Year Quantity, 30 each; Option I Year Quantity, 30 each; Option II Year Quantity, 30 each; Option III Year Quantity, 30 each; Option IV Year Quantity, 30 each. Item 0003: Overhaul NSN 4810-01-345-1092TP, P/N 3213790-7-1; Noun Pressure Regulating Shutoff Valve; Applicable F-16 aircraft; Basic Year Quantity, 30 each; Option I Year Quantity, 30 each; Option II Year Quantity, 30 each; Option III Year Quantity, 30 each; Option IV Year Quantity, 30 each. Item 0004: Overhaul NSN 4820-01-232-9856TP, P/N: 3214572-2-1 and/or P/N 3214572-1-1 to be delivered as NSN 4820-01-232-9856TP, P/N 3214572-2-1 Noun: Flow Control Valve; Applicable to F-15 aircraft; Basic Year Quantity: 55 each; Option I Year Quantity 55 each, Option II Year Quantity 55 each, Option III Year Quantity 55 each, Option IV Year Quantity 55 each. Item 0005: Over and Above Work; Item 0006: Data IAW DD1423s. Deliveries are to be in accordance with instructions received from the Production Management Specialist prior to shipment(s): on or before 5 each per month after receipt of order and reparables. Award will be based on meeting our requirements and cannot be delayed pending qualifications of additional sources. APPROVED SOURCES are: Aero Design & Mfg., Cage Code 0J5J7, Aero Kool Corp., Cage Code 1A821, Aerotic International Inc., Cage Code 0F307 and Skytech Aviation Inc., Cage Code 1VPR1. The approximate solicitation issue date will be 30 Sep 2003. NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
