This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a Request for Quote No. FA8501-04-Q-0001. This acquisition will be solicited as a sole source acquisition. Units Covered by Contract 13 GLOSSARY Page Glossary of Terms Used???? 14 1.0 SCOPE This document establishes the guidelines for the necessary services, materials and facilities required to repair, troubleshoot and calibrate as appropriate and/or otherwise support the equipment, assemblies and parts developed or produced for the following contract TS4317-1. 2.0 REQUIREMENTS The contractor will provide in-house (depot level repair) for the equipment listed in section 3.0. The contractor will be responsible for returning the repairable equipment to serviceable condition. The repaired equipment shall perform to its manufacturer?s specification. Normal operational failures will be addressed within this contract. A proposed firm fixed price for all work carried out under this contract including return shipment to a central location ( Robins AFB, GA) is detailed in Appendix E. Any of the equipment listed in section 3.0 deemed by the contractor to suffer from 1) user induced failures, 2) misuse, 3) abuse, 4) a failure resulting from prior attempts at repair, or 5) improper installation is considered outside the scope of this contract. In such cases the contractor will advise the government of its findings, including an evaluation of repairs needed. A proposed price and delivery schedule for the repairs will be developed and submitted to the government. The contractor will support other repair/retrofit/upgrade tasks as identified during the contract period. Each task will include a detailed statement of work and a separate delivery schedule and pricing. 3.0 IN HOUSE SUPPORT The contractor will provide maintenance and calibration support at its facility for the following equipment: TS4317-1 Services performed at the contractor?s facility may include, but are not limited, to those detailed in section 4.0, 5.0. Delivery schedule is from arrival at contractor premises to completion at contractor premises. 4.0 TARGET DELIVERY SCHEDULE FOR REPAIRS ITEM DELIVERY SCHEDULE TS4317-1 10 WORKING DAYS 4.1 Scope Of Repairs The contractor will repair each unit covered throughout the term of this agreement. Repair services include all material and labor costs, including installation of latest firmware, and any performance reliability modifications applicable to the product. The contractor will perform all necessary factory calibrations following any repair made to ensure the unit meets the manufacturer?s specification. For further detail see Appendix A 5.0 TARGET DELIVERY SCHEDULE FOR CALIBRATIONS ITEM DELIVERY SCHEDULE TS4317-1 5 WORKING DAYS 5.1 Scope Of Calibration The contractor will calibrate all contracted units to certified published specifications using test and measurement equipment traceable to national and international standards. Calibrations will be performed at manufacturer?s recommended intervals, unless otherwise specified by the customer as a modified calibration interval. The contractor will provide ?calibration due? notification prior to the next calibration due date. The ANSI compliant calibration conforms to ANSI/NCSL Z540-1-1994. In addition to complying with the standard the contractor will provide before and after calibration data and a certificate of calibration stating compliance with ANSI/NCSL Z540-1-1994. For further detail see Appendix B. 6.0 GOVERNMENT BONDED STORES As part of the factory repair organization, the contractor will establish a ?Government Bonded? storage area and shall be responsible for ensuring that any government furnished equipment remains in a usable condition. 7.0 STATEMENT OF SPARES USED BY CONTRACTOR All parts used in the maintenance of the units will be manufacturer?s original parts as designated by the appropriate manufacturer?s documentation. 8.0 GOVERNMENT SCRAP PARTS Material that is scrapped from government owned units that have no value would be placed in a separate location marked ?Government Scrap?. A log of this material will be kept with the minimum information of date, work order number and description. When the government scrap location is full the government quality representative will be notified for review to agree with condemnation. Any scrap with estimated recoverable value of less than $500.00 USD is agreed by the government to be abandoned in place. Modules and PCB assemblies will have holes drilled to prevent usage. If estimated recoverable value is $500.00 USD or greater, the condemnation material will be reported to the plant clearance officer for disposition instructions 9.0 RETURN OF UNITS TO CONTRACTOR FOR REPAIR OR CALIBRATION Units, assemblies or parts shall be shipped to the contractor?s facility for repair. Notice of such shipments shall be made to the following address with the Return Authorization (RA) number clearly marked on the outside of the shipment case; IFR Systems Inc. 10200 West York Street Wichita Kansas 67215 ? 89999 USA 10.0 RETURN OF COMPLETED UNITS TO CUSTOMER Completed units, assemblies or parts shall be shipped by the contractor back to the customer using UPS Blue Service (or as specified by the customer at start of contract) to the following address; WR-ALC / MAIEC Bldg. 645, Corner of Page Rd. and 9th Street Robins AFB, GA. 31098-1635 Atten: Richard Chamberlin (478) 926-6402 11.0 LACK OF STOCKED REPAIR PARTS When units, modules or components are received for repair and the lack of repaired parts stocked will prevent the contractor from meeting the normal delivery schedule the contractor will notify (Richard Chamberlin/MAIECC) and establish a delivery schedule commencing from the date of the receipt of the parts. 12.0 PACKING OF RETURNED UNITS When a unit, module or component is completed, the contractor will invoice the work carried out in agreement with the pricing structure laid out in appendix E and forward shipping documentation to shipping. The contractor shall pack the unit under commercial packing conditions (or in the original shipping container supplied by the customer if it is correct and still in a safe condition) and ship the unit to the customer in accordance with the shipping instructions in section 10.0. 13.0 REPORTS Contractor reports shall be supplied on a ?quarterly basis? from start of contract date. The reports will detail units returned by model, S/N, reported failure, contractor resolution, date of arrival, date of return and cost of work carried out. 14.0 PROCEDURES 14.1 Returning Units to Contractor for Maintenance or Calibration ? Required Return Authorization See Appendix C 14.2 Receiving Units into the Workshop See Appendix D APPENDIX ? A DIAGNOSIS, REPAIR AND CND PROCESS The contractor will diagnose the customer complaint to the component or the sub-assembly if component level repair is not possible. If the customer complaint is verified and no estimate is required (see section 2.0), the contractor will perform repairs in accordance with manufacturers standard repair procedures and pricing as outlined in Appendix E. If the failure described by the customer cannot be duplicated, the contractor will perform the following procedure: The unit will be placed in an environmental chamber. Ambient temperature of the environmental chamber will be set to 0?C. The contractor will then perform appropriate testing in an attempt to duplicate the customer complaint. If the customer complaint is not found during the cold cycle, the temperature of the environmental chamber will be increased to 50?C. The unit will then be allowed to operate until the internal temperature of the test unit has stabilized. The contractor will then perform appropriate testing in an attempt to duplicate the customer complaint. If the problem cannot be duplicated, the contractor will involve Government Quality Assurance Representative (GQAR) or nominated representative. Contractor and GQAR will review testing status and determine what additional steps may be taken to duplicate failure before the unit is returned. If contractor and GQAR believe a reasonable effort has been made to duplicate the customer complaint diagnostic testing shall be discontinued. The contractor will contact the customer to discuss satisfactory resolution of the complaint. If the failure is covered by the contract as a normal operational failure (see section 2.0), then the fixed firm pricing structure in appendix E will be used. If an estimate is required (see section 2.0), the contractor will prepare and present an estimate based upon the failure, to the customer for their review. Customer approval will be by fax or other hardcopy documentation. After receiving approval, repairs and/or replacements will proceed. Estimated items not approved for repair and/or replacement by the customer will be left unrepaired. Contractor will replace module and continue troubleshooting the unit to confirm that unit is working properly. Once the unit is repaired to a satisfactory condition, the contractor will perform calibration and/or verification in accordance with steps outlined in paragraph 4.0 and 5.0. APPENDIX - B CALIBRATION OF TS4317-1 Before any electrical testing is carried out, the unit will receive a mechanical inspection, and any rework will be performed as required. The unit will then be cased up. Returned units will follow the cell line as detailed in appendix G. After completion of each process activity (as detailed on the process map), a cell line operator will note on the cal/test sheet the type of activity performed under ?TEST?, the date the activity was performed under ?DATE? whether the unit passed or failed under ?P/F? and the badge number of the person performing the test under ?OPER? The unit will process through the ?bring up? station, Cell 1 through Cell 4 for calibration and verification and Cell 5 for verification. Test results will be generated as required. If a failure occurs at Cell 1, the unit will be returned to Cell 1. If the unit fails at any point after that, the unit will be repaired and returned to the cell line according to the recalibration-testing matrix. The appropriate calibration sticker will then be affixed to the outside of the unit. The Contractor will complete the paperwork and deliver unit to Shipping/Receiving. If ANSI Compliant calibration was requested, contractor will deliver unit to QATA. QATA will perform ANSI Compliant testing and attach the appropriate calibration sticker to unit. Contractor will complete paperwork and deliver unit to Shipping/Receiving. APPENDIX - C REQUIRED RETURN AUTHORIZATION The contractor shall be responsible to authorize the return of units under contract with the customer. No unit shall be received without a Return Authorization generated by the contractor prior to shipping the unit. If a unit is returned without a return authorization, the contractor will notify the customer and issue a return authorization number Email address will be taken. The contractor shall forward a copy of the return authorization to Shipping/Receiving, Quality Assurance and GQAR to notify them of the incoming unit APPENDIX - D RECEIVING UNITS INTO THE WORKSHOP Shipping/Receiving and GQAR shall unpack the unit, record its condition, and inventory accessories on the workshop computer system. Upon unpacking the unit, if visual damage is present, Shipping/Receiving shall carry out a physical inspection. Shipping/Receiving shall save the shipping carton for shippers? evaluation and complete the damage shipment form on the workshop receiving computer system. If shipping damage is present, Shipping/Receiving shall deliver unit to QATA for ANSI-In testing. After paperwork is received, QATA shall perform ANSI-In testing, to document failure upon receiving damaged unit. Upon completion of ANSI-In testing, contractor shall pick up unit from QATA for damage estimate. Contractor shall supply a damage estimate to GQAR (or nominated representative) and customer notification. After estimate approval by fax or other hardcopy documentation, the contractor shall perform the required repair. APPENDIX - E PRICING STRUCTURE To secure the pricing structure detailed in this Appendix, an advance lump-sum payment from which the fixed firm pricing below would be deducted (see section 2.0). Any monies remaining at the end of the contract period would be returned to the customer or carried forward to the start of the next contract period with the exception of $1,000 USD set up charge/maintenance charge for contract operation. When the outstanding monies go below $3,000 USD the customer will be requested to ?top-up? the balance to a minimum of $10,000 USD.
