- This is a combined synopsis solicitation for commercial items prepared in accordance with the format in FAR, Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. F14614-03-Q-0073 is a request for quotation (RFQ)to install carpet in Bldg. 522, McConnell AFB, Wichita, Kansas. The Solicitation Document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Federal Acquisition Circular (FAC) 2001-15, Effective 25 Aug 2003. Notice To Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation RFQ either before or after the quotation/RFQ closing date. The solicitation is 100% Small Business set aside. The NAICS/SIC code is 442210/5713 and the small business size standard is 500 employees. This solicitation is for the following: CLIN 0001 Remove Existing Floor Coverings (Approx. 675 sq. yd.). CLIN 0002 Remove existing cove base (Approx. 3600 linear ft.). CLIN 0003: Install Carpet, Shaw Contract Carpet, Dean?s List 60340 Ultra-loc MP, Part No. 38430 Summa Cum Laude or equal over floors located in Bldg. 522 McConnell AFB, Kansas (Approx. 675 sq. yd.). CLIN 0004: Install cove base, Johnsonite No 92 Blue Lagoon or equal, (Approx 3600 linear ft.). The Contractor shall coordinate with the Contracting Officer so as to allow Government personnel to move all items resting on floors from rooms needing carpeting or cove base removal in phases. Said coordination shall be in writing, and delivered to the Contracting Officer no less than 10 workdays prior to the contractor?s personnel requiring access to a given room. No more than 5 rooms shall be vacated at any one time, as the building shall remain in use by Government personnel for mission purposes. The contractor shall properly dispose of all carpet and cove base removed as well as any rubbish created as a result of this project. Installation shall be performed in a workmanlike manner and in accordance with manufacturers recommendations and other commercial standards. Offers are to be submitted pursuant to52.212-1, Instructions to Offerors Commercial Items Submission of Offers. 52.212-2 Evaluation Commercial Items (Jan 1999): The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: technical capability of the item offered to meet the Government requirements; price and technical capability, when combined, shall be evaluated approximately equal to cost or price. Awards shall be made to the offeror who provides the overall best value to the government. Offerors shall provide the information required in 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Delivery and acceptance shall be within 60 days after receipt of award FOB Destination. McConnell AFB. The clauses at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders Commercial Items, applies to this acquisition. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 52.252-1 Solicitation Provisions Incorporated By Reference (Feb 1998) This solicitation incorporates one or more solicitation provisions by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The offeror is cautioned that the listed provisions may include blocks that must be completed by the offeror and submitted with its quotation or offer. The use in this solicitation of any Federal Acquisition Regulation (48 CFR Chapter 2) provision with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation. 52.252-6 Authorized Deviations In Clauses (Apr 1984) (a) The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 1) clause with an authorized deviation is indicated by the addition of? (DEVIATION)" after the date of the clause. The use in this solicitation or contract of any Federal Acquisition Regulation (48 CFR Chapter 2) clause with an authorized deviation is indicated by the addition of "(DEVIATION)" after the name of the regulation. The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors are urged and expected to inspect the site where the work will be performed. An organized site visit for all interested parties shall be conducted. Interested parties shall notify the POC by 4:00 PM 20 September 2003 of their intent to participate in the site visit and meet at the Visitor Center, Main Gate, and McConnell AFB at 1:30 PM, 21 September 2003. Participants shall be required to produce a valid drivers license, vehicle registration and proof of insurance in order to access the work site. The closing date for this solicitation will be 26 September 2003, 4:00 PM CST Time.
