Description
NA This is a notice of intent to enter into negotiations on a sole source basis with the Residential Communities Initiative (RCI) Developer, Actus Lend Lease, for an 8-month phased transition of the complete operation and management of Army Family Housing (AF H) functions. This is a phase down action for the government with services to be gradually transitioned into this 8-month contract. There will be no future follow on contract, as all future family housing services will become the responsibility of the RC I Developer via a land lease transfer. RCI will operate as part of the Congressional authorized Military Housing Privatization Initiative (MPHI). The services for this transition contract shall include, but not be limited to, assignment and termination, inspection, family housing change of occupancy, environmental compliance work, service calls, maintenance, repairs and other family housing f unctions as required. The locations to be serviced include Aliamanu Military Reservation, Fort Shafter, Tripler Army Medical Center, Schofield Barracks, Leader Field, Helemano Military Reservation, Mendonca Park, and Wheeler Army Airfield. Approximately 6,000 dwelling units to include approximately 450 historical homes, whose maintenance must be compatible with the preservation of their historic integrity. The period of performance is March through October 2004. See Numbered Note 22. Other qualified and interested sources shall notify the Contracting Officer at the following address: U.S. Army, Regional Contracting Office-Hawaii, ATTN: SFCA-PRH-P, Fort Shafter, Hawaii, 96858-5025; and provide a statement of interest on company letterhead (not to exceed 15 pages in length) no later than 31 October 2003, which includes as a minimum the following: (1) familiarity and level of experience with the U.S. Army Garrison, Hawaii (USAG-HI) Directorate of Public Wor ks family housing management and maintenance program; (2) capability and experience in the ownership, operation, and maintenance of similar family housing programs; (3) a list of three references, minimum, that can attest to your past performance for same or similar projects; and (4) mobilization plan. The Government shall not be held responsible for the cost of a partys expression of interest or, if formal requests for proposals are issued, the cost of an offerors proposal.
