Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. This is a 100% small business set-aside. The associated North American I ndustrial Classification System (NAICS) code for this procurement is 813110 with a small business size standard of $6.0 Million. The Presidio of Monterey's Installation Chaplains Religious Support Program requires the services of a Protestant Religious Ed ucator for a base period of one year and two option years. Contract start date is 01 October 2003. DESCRIPTION: The Protestant Religious Educator shall provide Religious Education to the Ord Military Community Chapel Protestant congregation. This will i nclude: Ordering of religious education material, recruitment and training of teachers, scheduling of events, conducting review and analysis of Religious Education program, submitting attendance report and annual budget preparation, planning and organizing special events of the liturgical year as well as volunteer recognition and overall supervision of religious training. The provision at 52.212-1, Instructions to Offerors, applies to this acquisition, as well as any addenda to the provision. Provision 52 .212-2, Evaluation, is also applicable to this solicitation. Selection will be based on the best value to the Government. Experience, past performance and price are of equal importance. QUALIFICATIONS: Bachelors Degree in religious education or educatio n related field from an accredited college or university and a minimum of one year experience as a teacher, assistant teacher, or coordinator for a religious education program. Offerors shall submit a minimum of three references (name, contact information , and capacity/length of relationship) along with a copy of their degree, resume, and other applicable documents (e.g. Letters of Recommendation) to support their work experience background. Offerors shall also include a completed copy of the 52.212-3, Of feror Representations and Certifications, with their quote (Hourly Rate: 645 X _______ = ________). Offerors shall quote an hourly rate for each of the years (Base and 4 option years). The total estimated hours per year is 645. The following is a break down of the estimated hours per year for each corresponding task. Weekly: Coordinate the Overall Religious Education Program (84 hours); Plan/coordinate meetings with Chapel Staff, Volunteers, etc. (52 hours); Provide direct supervision of the Sunday Scho ol Program (156 hours). Monthly: Conduct review and analysis of program (12 hours); Submit attendance reports and volunteer hours to Installation Chaplain (24 hours); Advertise Religious Education Programs and activities, training, and special events (30 h ours); Maintain Religious Education resource material for use by volunteers (24 hours); Direct supervision of volunteers (78 hours); Obtain replacement for volunteer leaders (16 hours). Quarterly: Prepare annual budget and coordinate with Installation Cha plain on Command Master Religious Program (CMRP) (20 hours); Compile and submit curriculum requests to Resource Manager (12 hours); Volunteer Management involving recruitment and training of volunteers (28 hours); Organize and advertise specials events of the year (48 hours); Plan and conduct volunteer recognition events (21 hours). As Required: Plan and conduct Vacation Bible School (40 hours). LOCATION OF WORK: Ord Military Community Chapel, Bldg 4280, General Jim Moore Blvd., Presidio of Monterey, Cali fornia. The clause at 52.212-4, Contract Terms and Conditions, applies to this acquisition, as well as any addenda to the clause. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders, applies to this acquisition as well. IMPORTANT NOTICE: DFARS 252.204-7004, Required Central Contractor Registration, applies to all solicitations issued on /or after 06-01-98. Lack of registration in the CCR database will make an offeror/quoter INELIGIBLE FOR AWARD. Please ensure compliance with this regulation when submitting your quote. Clauses 52.217-8, Option to Extend Services, 52.217-9, Optio n to Extend the Term of the Contract, and 52.232-18, Availability of Funds also apply to this acquisition. Under clause 52.217-8, the Contracting Officer may exercise the option by written notice to the Contractor within 15 days prior to the contract expi ration. Under clause 52.217-9, the Government may extend the term of this contract by written notice to the Contractor within 30 days prior to the expiration of the contract; provided that the Government gives the Contractor a preliminary written notice o f its intent to extend at least 60 days before the contract expires. The total duration of this contract including the exercise of any options under this clause, shall not exceed 42 months.
