Description
NA Self-Regulating Tide Gates, USACE, San Francisco District, CA. Sources Sought/Notice of Intent to Negotiate with One Source. The proposed contract action is for a commercial item, which the Government intends to solicit and negotiate with Waterman Indust ries, Exeter, California, under the authority of the Test Program for Commercial Items (Section 4202 of the Clinger-Cohen Act of 1996), unless as a result of analysis of acceptable responses to this notice a determination is made by the Government to issu e a competitive request for quotations. The characteristics of the Self-Regulating Tide Gates are: Tide gates shall be of Nekton design; Shall allow tidal flushing of the salt march or slough during normal tidal cycles, while providing flood protection for upland areas. The tide gate flap will float on the surface of rising and falling tidal water and shall be provided with an approximately sized vacuum relief vent and bypass doors to relieve air and water trapped behind the gate when the main tide gat e flap closes. Each gate shall be designed with adjustable floats and float support arms to allow field adjustment of the high water closing elevation through the maximum. The gates shall be such that one person can adjust the closing elevation and conve rt the mode of operation. Traditional flapper style gates, electrically operated sluice gates or other electrically powered devices are not acceptable. The body of the self-regulating tide gates shall be fabricated from tubular segment(s) of aluminum con forming to ASTM B 209 alloy 6061-T6, of rectangular cross-section, with external reinforcement of like materials as required to provide structural rigidity. Interested persons may identify their interest and capability to respond to the requirement. Info rmation furnished at a minimum should include appropriate technical information that demonstrates the firm's ability to meet the minimum requirements listed above. However, all information received by September 26, 2003, will be considered by the Government. If the Government determines, based on the responses to this notice, that a full and open competition will be conducted, a synopsis will be placed in FedBi zOpps announcing the acquisition; otherwise, the Government will proceed with negotiations with one source with no further notice.
