- This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. Firm, fixed-price offers are requested under Request for Quotations (RFQ) solicitation #RAQ042302. This document incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-15. This solicitation is 100% set-aside for small business. The NAICS code is 541519. The business size standard is $18 million. The requirement is for telephone support and on-site support and service for a base period and four one-year option periods for On Target Tracking Systems' proprietary software. Work is as follows: BASE PERIOD: Line item #0001: Telephone support, 12 MO for the period October 1, 2003 through September 30, 2004: (a) The Contractor shall provide two hours per month of on call telephone support service to the Bureau of Land Management's (BLM) Office of Law Enforcement and Security located in Boise, Idaho. Service shall include over the phone training, assistance with database adjustments, procedural guidance, recovery of data, reinstallation of databases, and modifications to reports and preview screens where feasible. (b) Telephone support shall be available from Monday through Friday, 7:00 am to 5:00 pm Mountain Time (excluding Federal holidays). The BLM will be responsible for all long distance phone charges on calls originating from the BLM. Line item #0002: On-site support and service, 2 VISITS for the period October 1, 2003 through September 30, 2004: (a) The Contractor shall provide software maintenance and upgrades to BLM's version of On Target software to include maintenance, changes, and additions to the user interface, data elements and structure, and data output formats. Modifications to the reports menu, reports format, work screens, and tables may be required as well as modifications affecting the transitioning between menus and databases. All modifications and upgrades shall be provided as an integral part of this SOW. (b) Software maintenance, modifications, and upgrades will generally require on-site access to the software and server. Service, however, will be provided at the discretion and request of BLM's On Target software administrator and work accomplished by the Contractor will depend on the type and nature of the modifications and upgrades requested. BLM anticipates that on-site service will occur once, but not more than twice during the time period between October 1, 2003 and September 30, 2004. During on-site visits, BLM may also request additional training on the use and performance of On Target Software. Training would generally be advanced training for current users of the software. BLM personnel will generally perform training to new personnel. OPTION YEARS: Line item #0003: Telephone support, 12 MO for the period October 1, 2004 through September 30, 2005. Line item #0004: On-site support and service, 2 VISITS for the period October 1, 2004 through September 30, 2005. Line item #0005: Telephone support, 12 MO for the period October 1, 2005 through September 30, 2006. Line item #0006: On-site support and service, 2 VISITS for the period October 1, 2005 through September 30, 2006. Line item #0007: Telephone support, 12 MO for the period October 1, 2006 through September 30, 2007. Line item #0008: On-site support and service, 2 VISITS for the period October 1, 2006 through September 30, 2007. Line item #0009: Telephone support, 12 MO for the period October 1, 2007 through September 30, 2008. Line item #0010: On-site support and service, 2 VISITS for the period October 1, 2007 through September 30, 2008.
