Description
Speechwriting professionals with backgrounds in presdential and cabinet-level speechwriting are sought to assist in the research, formulation, and drafting to provide major policy and issue speeches to be delivered by the OSTP Director carrying the Administration's key science and technology messages and themes to high-level groups. An OSTP representative will provide the contractor with the subject or theme of the speech, the targeted audience, required length, due dates, and any other requirements for each speech requested. A major speech is defined as a speech that presents, outlines and fully develops a distinct Presidential or Administration initiative, policy priority or issue of concern to OSTP. It will usually be presented in a substantive interantional or government forum, or to an industry or trade group, academia or similar assembly in order to raise the overall awareness of the issues that impact our nation's science and technology policies that affect U.S. national economic and persoanl security. Knowledge and expertise of the Federal goverenment's research and development programs and goals, OSTP's primary mission and standing in the Executive Office of the President, and OSTP's policy priorities are essential. In additional to senior political and goverenment experience, a seasoned reasearch capability is needed to target and hone the message and details of the speeches to the unique and varied interests of the different audiences. Demonstration of similar effective performance for other high ranking Presidential appointees will be valued. The standard length of each speech will range from 15-30 minutes. However, there may be rare instances when a speech may exceed 30 minutes in length. OSTP anticipates 6-8 speeches per year. Completed speeches will be delivered to the OSTP Director, or designated representative, via email or hand delivered. For any additional, appropriate changes the Director or other senior staff may choose to make, the contractor shall revise and provide a completed product that incorporates their changes within establised timeframes. Under special circumstances, a draft or completed speech may require delivery via facsimile or overnight express delivery. A single Firm Fixed Price Award is anticipated for one base year plus four 1-year options. To be considered for this contract, the contractor must meet the minimum qualifications in the following areas: 1) Background and experience in speech writing for White House and Presidentially appointed officials and representatives; 2)Specialized experience in technological and related technical topics for Government agencies and officials identified above. All interested contractors must submit a NTE 10 page statement of capapability to include: 1) general statement of corporate history and capabilities; 2) specific experience in speech writing in related topics for Government agencies indicating recent experience (within the last year) and substantial experience (within the last 5 years) as reflected above; 3) resume's of Key Personnel; and, 4) provide three (3) contact name and phone numbers of agencies where such support has been performed and a price proposal.
