- This solicitation is issued pursuant to the authority of FAR Subpart 13.5, the Test Program for Certain Commercial Items. This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. This solicitation F13DOC32370200 is issued as a request for quotation (RFQ). Funds are not presently available for this requirement. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this requirement and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. This solicitation document, incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-15. This acquisition is 100 percent set aside for small business; NAICS Code: 561990; Size Standard: $6,000,000.00. Quotes are to be received by this office NLT 1400 (CST) on 26 Sep 03. Contract Line Item Number (CLIN): 0001 Audio/Visual System Enhancement: The enhanced audio visual system will need to support multiple windows for monitoring several functions simultaneously and provide a broad canvas for sophisticated control screen graphics, while simplifying and eliminating excessive equipment and cables. Two existing projectors must be able to display a video wall. The video wall must be capable of up to 7 PC inputs and 4 video inputs, expandable to 16x16. Any of the inputs must be displayed across both screens at the same time or individually. Also, any input must be able to be displayed on existing plasma and additional 50? HD plasma. The control must be a 15? XGA (native resolution) touch screen control panel. It must have 2 S-video windows for preview and full switching capability of all equipment. Must have control power on-off, switching, and operation of DVD/VCR, projectors, and plasmas. A site visit will be conducted to establish further details of the requirement. This site visit will be conducted on 23 Sep 03 at 1:30PM and is mandatory. Any offer submitted by a firm not in attendance will be considered non-responsive to this solicitation and rejected. All interested parties must call (501-987-1028) at least 24 hours prior to the visit to make arrangements for entry onto the installation. Furthermore, attendance is limited to 1 individual per company due to the fact that access to the worksite is restricted. Basis of Award: Offer must submit a written plan detailing their method of satisfying this requirement based upon the above description and the site visit. This plan must include a detailed description of those components and items to be used. Descriptive literature must be provided for major components. Award will be made to the lowest price offeror demonstrating the ability to satisfy the technical capabilities specified in the description above and the site vist. All responsible parties capable of providing the above must submit a written price quote to include discount terms, cage code, and firm evidence of their ability to perform. All responsible sources may submit an offer, which will be considered. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
