- This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-15 and DFARs Change Notice (DCN) 20030821. Standard Industrial Classification (SIC) code is 8221 and the size standard is $6,000,000. NAICS is 611310. This acquisition is a 100% small business set aside. Simplified Acquisition Procedures (The award will be less than $100,000) will be followed. This purchase will be for one Infrared Countermeasures (IR-102) Training Course from 18 Nov 03 to 21 Nov 03 in accordance with the following Statement of Work (SOW). 1.0 DESCRIPTION OF SERVICES 1.1 Introduction This SOW outlines the requirements for an Infrared Countermeasures (IR-102) training class in support of the 412 Test Wing Electronic Warfare Directorate at Edwards AFB, CA. 1.2 Background Contractor shall provide selected students from the AFFTC/EWA Engineering Assessment Division, Edwards Air Force Base, CA with a classified secret level course specifically related to infrared countermeasures. The overall objective of this course will be to describe the issues, principles, and equipment designed to defeat weapons operating in the visual and infrared spectral regions. Emphasis is on describing techniques that reduce the susceptibility of air and ground vehicles to acquisition, tracking, and homing weapons. The goal of this course will be to present a clear and cohesive picture of the techniques in use, describe their limitations and integration problems, provide an assessment of their effectiveness, and discuss new technologies in development. The course shall be intended for engineers, scientists, technicians, and technical managers who are new to infrared engineering because they are either transferring fields, working on a program which requires multi-disciplinary information, newly managing an infrared program, or are new graduates beginning a career in IR. 1.3 Scope Contractor shall have extensive experience in the planning and execution of course teachings specifically related to ?Infrared Countermeasures.? This shall include active participation in training government personnel and development activities related to the operating principles of infrared systems, with emphasis on military systems. The course will also address the performance limitations of present IR systems, issues facing the development of new systems, and key component technologies with active participation in teaching a course such as infrared countermeasures to government personnel. The contractor shall lead the students and shall provide support for this course as necessary. 2.0 APPLICABLE DOCUMENTS Unless other stated, the most recent revision is the applicable document. 2.1 References 1. AF Manual 99-112, 27 March 1995 3.0 REQUIREMENTS 3.1 General The contractor shall provide formal training on the Infrared Countermeasures The training shall be presented on-site at Edwards AFB, CA. 3.2 Specific Infrared Countermeasures Training Objectives The training presented by the contractor shall meet the following specific training objectives: ? Waveform Jammers ? J/S Requirements ? AGC & OSAR Effects ? Waveform Trade-offs ? Noncoherent Vs Coherent ? DIRCM, ATIRCM, MATES, LIFE.. ? Digital Simulation Tools For CM Development ? Fire Control & Imaging Seeker CM ? Search Techniques ? Laser Jamming Mechanisms ? Example Systems & Capabilities ? Missile & Laser Warning Systems ? Laser Ranger, Designator & Semi-Active Seeker CM ? Laser Beam-Rider CM 3.3 Course Requirements The contractor shall provide the required resources to accomplish the following course requirements: 1. The contractor shall deliver all training materials in an electronic format compliant with requirements of the 412 TW/EW. 2. The Contractor shall provide course certificates for each student who successfully completes the course. 3. The Contractor shall provide the course materials to the government two weeks prior to finalizing for review and approval. The Government will review and return the course materials within three (3) days of receipt of the course material. All training materials developed under this contract shall be reusable to other government agencies at no additional cost. 4.0 PROGRAM MANAGEMENT 4.1 Task Management The contractor shall assign a Program Manager to provide oversight for the project and to act as an interface with AFFTC. The Program Manager shall notify the AFFTC Contracting Officer?s Technical Representative (COTR) in a timely manner of any issues that would adversely impact the contractor?s ability to meet and satisfy the performance and schedule requirements of this SOW. 4.2 Personnel Qualifications In meeting the performance requirements of the SOW, the Contractor shall assign only appropriately skilled personnel. Personnel assigned to the project shall have the training an Electro-Optics(EO), Environment, and Materials and experience in the aerospace industry as an EO systems designer on missile seekers, and fixed-wing control systems to provide an effective learning experience. 5.0 GOVERNMENT FURNISHED PROPERTY The following items will be provided as GFP: ? Training site with appropriate levels of security and audio-visual equipment. ? Computer facilities to host AF-standard and databases required for training purposes. ? Processing time as needed for training examples and student exercises. ? On-site support services as required. 6.0 TRAVEL The contractor shall provide necessary travel for all instructors and support personnel required to conduct training in accordance with the requirements of the requesting activity. Travel shall be in accordance with Government Joint Travel Regulations. Interested parties who believe they can meet all the requirements for the Infrared Countermeasures Training Course described in this synopsis are invited to submit in writing complete information describing their ability to provide the required training requirement. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis.
