Description
This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation number is F04700-03-T-3189. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-27 and DFARs Change Notice (DCN) 20030722. Standard Industrial Classification (SIC) code is 5049. NAICS is 611512. This acquisition is for a 100% Small Business set-aside. The Small Business size standard is $21.5 million. Simplified Acquisition Procedures (The award will be less than $100,000) will be followed. This purchase will be for a total of one (1) item. The required items consist of: CLIN 0001: One course entitled, Introduction to Fixed Wing Flight Testing. Interested parties who believe they can meet all the requirements to teach a course entitled Introduction to Fixed Wing Flight Testing are invited to submit in writing complete information describing their ability to provide the required training. Contractor shall provide selected students from the AFFTC/EWA Engineering Assessment Division, with one (1) unclassified course specifically related to the introduction of fixed wing flight testing. Description of work: (a) Contractor shall have extensive experience in the planning and execution of course teachings specifically related to the introduction to fixed wing flight testing. This shall include active participation in training government personnel and development activities related to fixed wing flight testing and active participation in teaching a course such as the introduction of fixed wing flight testing to government personnel; (b) It is preferred that the contractor?s staff be comprised of qualified test pilots, flight test engineers and systems specialists. It is also preferable that the majority of the staff have experience as test pilots and flight test engineers; and be graduates of a military test pilot school. Each staff member shall have a minimum of fifteen years of flight test experience and some shall have up to thirty years experience in major aircraft and aircraft systems programs. Several staff members must be FAA Designated Engineering Representatives (DER). The contractor facilities shall include runways, an air to ground weapon range, ample classroom space, flight test instrumentation, and a telemetry system; (c) The technical services provided by the contractor shall include a two-week, eighty hour, short course designed to satisfy the demands for engineers, pilots and flight test support personnel who require practical experience in aircraft performance, stability and control, handling qualities, flight test instrumentation data handling, as well as a working knowledge of FAA and military specifications pertaining to piloted aircraft. Classroom academics shall be tailored to prepare the students for practical in-flight tests. Approximately seven flights shall be performed in a medium weight transport aircraft. These aircraft shall be instrumented to serve as an in-flight laboratory. On each of the sorties, the students will participate as flight test engineers, gathering data for post-flight analysis. Four additional sorties shall be flown in light aircraft to allow the students to gain practical hands-on experience in performing the various flight test techniques as a pilot. At the conclusion of the course, the students shall be required to present their findings and recommendations on both mission suitability and regulatory compliance in an oral report to the staff; and, (d) The contractor shall lead the students and shall provide offsite support for this course as necessary. The selected course dates are 13 October 2003 through 24 October 2003. The contractor shall provide a detailed course description, to include a list of course subjects covered, a sample schedule of the course, education and experience of staff, and a sample flying summary. Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this synopsis.
