Description

NA SOLE SOURCE: The United States Army Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a firm-fixed price contract for VXI Digitizers on a sole source basis with KineticSystems Company LLC, 900 North State Street, Lockport, IL 60441. The contract will consist of Contract Line Item (CLIN) 0001, quantity of three (3) each VXI Digitizer Model V200-AE14, 16-channel card with 32MB memory buffer, Analog to Digital Converter; CLIN 0002, seven (7) Rack Mount Terminal Panel V768-ZA11 with 32 bn c, and; CLIN 0003 ten (10) cables, 5DSHD/550S AMP Ribbon V200, 5819-J20J. The digitizers are run by National Instruments software that has been developed over many years to interface specifically with this field instrumentation and tailored to meet the specific mission needs for USAYPG. There are currently four of these type digitizers in use at USAYPG and digitizers being acquired must have the same capability form, fit and function. To acquire the digitizers from different or multiple vendors, would cost the organization undue time and money having to rewrite instrumentation software packages. The impact would delay of at least six months for reprogramming the software package for each different vendors digitizer. The (North American Industry Classification System) NAICS code is 334 513 with a size standard of 500 employees. Award of the requirement shall be in accordance with FAR Part 12 Acquisition of Commercial Items and Part 13 Simplified Acquisition Procedures. Responses other than KineticSystems may identify their interest in p roviding the requirement by submitting a proposal by way of an email to Laura St.John, Contract Administrator at Laura.StJohn@yuma.army.mil later than 4:30 pm MST 24 September 2003. Your proposal MUST demonstrate that your firm possesses the equipment com patible with the National Instruments software and have license to use such software, experience and capability to provide the required digitizers along with your historical experience.
