Description
The US Army TACOM-ARDEC is conducting a Market Survey to identify potential sources. The contractor shall provide a mechanical testing system with a capability of a no load velocity of 655 inches/second using a 55 kip load frame, hydraulic lifts and locks, air isolation bags, with a 9 kip actuator static rate and 10 inches dynamic stroke. Other characteristics required include a coaxial mounted Temposonics transducer, extended hi-rate cushions, 400 gallon per minute servovalve, 2.5 gallon pressure accumulator, a 2.5 gallon return accumulator, Kisler force cell with charge amplifier and test area guard, and standalone hydraulic service manifold with all hoses. The velocity can be a function of the applied force according to the relationship: velocity (in inches/sec)= 665 (1- Load in decimal percent)0.5. The velocity at any given load cannot be less than as given by this formula. The apparatus must have the capability of generating 9000 pounds at static rate. The apparatus must have a displacement sensor of sensors and must include any cables and electronics required to process the sensor(s) outputs. The apparatus must also have a high rate controls package that will utilize the currently in use MTS 458.20 controller for conditioning and loop closure. The apparatus must provide function generation and a data acquisition system. This must include the equivalent of the TestStar II AP controller, TestStar II software and TestWorks application software with Creator option, National Instruments 4 channel high speed data acquisition capture electronics, and simultaneous sample and hold data acquisition capability, 5 MHz data acquisition speed, C++ executable for high rate interface with TestWorks and National Instruments drivers. The apparatus must also be capable of operating with the MTS 10 gpm hydraulic pump and the MTS 458.20 Electronic controller console currently in use. All connections must be arranged so that either the current mechanical testing system or the new higher rate system can be used with the above MTS components now in use with a minimum changing of connections. The contractor shall provide all needed system cables, connectors and hydraulic plumbing. The contractor will install the apparatus in the location designated by TACOM-ARDEC?s Energetics & Warheads Division (EWD) personnel. The contractor will provide on site training for two EWD personnel. The contractor will demonstrate to EWD personnel that the installed apparatus meets the above specifications. The Government intends to procure this item sole source from MTS Systems Corporation, 14000 Technology Drive, Eden Prairie, MN, USA, Telephone, 952-937- 4000 for commonality and interface with existing equipment Interested companies that believe they can meet the above requirements shall provide the U.S. Army a description of their candidates including a brief summary of their company?s capabilities in mechanical testing systems. Also, interested companies should provide the name, address, point-of-contact with telephone number and e-mail address, size of business (small/large). The information must be submitted within 14 calendar days from the date of this publication to: U.S. Army TACOM- ARDEC AMSTA-AR-WEE, ATTN: Donald Wiegand, Bldg.3022 Picatinny Arsenal, NJ 07806-5000 E-mail: dwiegand@pica.army.mil. This Market Survey is for planning purpose only and should not be construed as a request for proposal or as an obligation on the part of the U.S. Government. The U.S. Government does not intend to award a contract on the basis of this Market Survey or otherwise pay for information solicited. The information you provide will only be used by the U.S. Army in developing its acquisition approach for High Rate Mechanical Testing System requirements.
