Description
The Bureau of the Public Debt for the African Development Foundation intends to negotiate a sole-source procurement for the acquisition of Program and Management Support Services. These services will be required for approximately eight months. The services required are coordination of the Partner Development Program (Partners), including needs identification and advice and assistance to Partners and African Development Foundation (ADF) on procurement of outside services. Also included is the coordination of delivery of outside services, receiving and responding to Partner concerns and issues, identifying goals and objectives and monitoring of progress toward those goals and objectives. The contractor will need to identify problems in Partner Development, and, with the Partner, develop the plans to address these problems and implementation of plans after approval by ADF management. The contractor will assist the ADF in development of cooperative agreements for Partner Development and coordination with other services and ADF functions, assistance to Partners in developing systems, policies and procedures, and other related functions. The contractor will report to ADF on a regular basis on progress, issues, problems, and concerns. The contractor will systemize and document critical ADF policies and procedures. The contractor will consult and coordinate with ADF management, identifying and systematizing existing policies and procedures and recommending changes or improvements, preparing draft policy documents, incorporating changes recommended by ADF management and delivering final documents in a format suitable for immediate issuance as part of the ADF Manual. The contractor will prepare and deliver supporting documents such as flowcharts, workload analyses, etc. The contractor will prepare detailed specifications for improvements and additions that will be based on requirements identified by ADF Management. The contractor will coordinate with programmers and other developers and with ADF internal staff as necessary to test, validate, and implement changes and additions. As requested by ADF Management, the contractor will provide advice and assistance on administrative and management issues, including liaison with other agencies and organizations for various administrative support and identify any documenting policy options and alternatives. The North American Industry Classification System (NAICS) code for this acquisition is 541690 Other Scientific and Technical Consulting Services and the small business size standard is $6.0 million. No solicitation document is available. The Bureau of the Public Debt will consider all affirmative responses received no later than 15 days after publication of this notice. Affirmative responses shall be accompanied by sufficient technical detail and documentation to clearly show the ability to provide the requirement or functional equivalent, at terms more advantageous to the Government. A request for documentation will not be considered an affirmative response. If no affirmative written response is received that clearly demonstrates the ability to meet all requirements and that it is more advantageous to the Government, we intend to make a sole-source award to Thomas F.
