- The Internal Revenue Service is seeking comments from industry sources regarding the following draft Statement of Work. Such comments should include, but not be limited to, the best means for accomplishing the work, suggestions on pickup/delivery methods and numbers of locations, frequency of pickup or delivery, standard billing methods, and any other thoughts or suggestions which would assist us in issuing a solicitation that is sensible and accomplishes the work we desire, but is also fair and attractive to industry. To have your comments considered in developing our acquisition strategy, please forward them to the contracting officer designated below, by hard copy or e-mail, within three weeks from the posting date of this synopsis. As part of your submission, please provide your company name, address, telephone number, e-mail address, a point of contact for technical questions, and your business status (large, small, disadvantaged, women-owned, etc.) BACKGROUND: The IRS is considering the use of a contractor to destroy computer media that is no longer needed. The types of computer media includes but is not limited to stationary and removable hard disks, removable disk packs, sealed disk drives, hard disk assemblies, Bernoulli cartridges, magnetic drums, floppy disks, reeled and unreeled tape (cartridge, cassette or reel), and optical media such as CD, CDE, CDR, CDROM, DVD and MO. The media may contain sensitive (unclassified) data and requires a certain level of protection as stated in this document. WORK REQUIREMENTS: 1. The contractor may be required to pick-up the media at designated locations in the Northeastern, Southeastern, Midwestern, and Western areas of the United States or the IRS may ship the media to the contractor location(s). 2. The contractor may use any one or multiples destruction processes to reduce the media to no larger than one half inch (1/2?) cube, square, or shred particle. a. Incinerating, b. Pulverizing, c. Disintegrating, d. Shredding, e. Melting, f. Abrading. 3. The IRS has the right to conduct no notice and arraigned inspections of the contractor facility and operations to ensure the safeguarding of the IRS media. 4. The vendor is responsible for the security of the media from the time the contractor receipts for the media upon pick-up or receipt of delivery until it is destroyed. 5. All contractor personnel involved in the collection, transportation, storage, and destruction process must have a completed background investigation and sign an IRS Non-disclosure Agreement, which will become a part of the contract. 6. All media will be destroyed within 24 hours after the contractor takes possession. 7. The media will be transported in secure containers from IRS locations to the contractor facility, if applicable. 8. The media will be secured in an indoor, alarmed, controlled facility at the contractor location until destroyed. 9. The contractor will sign and return delivery receipts and provide destruction certificates of material destroyed.
