- NAICS Code: 334516 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotations (RFQ); quotations are being requested and a written solicitation will not be issued. The RFQ number is RFQ-OH-03-00193. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. The solicitation is issued under full and open competitive conditions. The North American Industry Classification Code is 334516 with a small business size standard of 500 employees. The U.S. Environmental Protection Agency has a requirement for a compact portable Fourier transform infrared (FT-IR) spectrometer that is designed specifically for rapid response teams and portable laboratories. It shall be used for analyzing fibers, solids, liquids, powders, oils, and air/gas samples at hazardous material sites, and emergency responses to quickly identify unknown materials. The FT-IR shall includes all of the sampling accessories needed in a rapidly deploy the system to be able to identify multiple-component samples in the field. The full system shall be delivered to and the training delivered at the following address: US EPA, 3201 Sunrise Ave., Las Vegas, Nevada 89101. The system shall contain: A rugged, hard-shell case. Sample identification system, complete with all the tools necessary for field analysis. An integrated computer and full-color display. A complete software package that allows field personnel to collect and identify infrared spectra. 2 portable batteries. Battery charger. 12-volt vehicle power connector. Standard AC power supply that accepts 85 ? 240 volts AC. On-site training and setup. 10 cm BaF2 window gas cell. 10 cm ZnSe window gas cell. Two replacement Reaction anvil w/o-rings. Spare o-rings. (25) Resolution: 16 to 1 cm-1 standard. Spectral Range: 7800 ? 375 cm-1 (Ge on KBr Beamsplitter). DTGS detector. KRS-5 optical windows. Two SanDisk compact flash TM cards. Software SOPs for field analysis operation. Diamond ATR One year on-site warranty. The Government will award a contract resulting from this solicitation to the offeror who's quotation is low cost and technically acceptable. Contract type will be firm fixed price. Offerors are to include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer.
