Description

This a combined synopsis/solicitation for commercial Items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. This is a 100% Small Business Set-Aside acquisition. Delivery required by 5 October 2003. FOB Destination, Net 30 payment terms. The following clauses and provisions apply: 52.212-1 and 52.212-3. Clauses 52.212-4 and 52.212-5 shall be included with any offer. This will be a best value award. The Government will determine the proposal that provides the most advantageous offer to satisfy the requirements of this RFQ based on an integrated assessment of each quotation. This selection will be based on the criteria below. The Government reserves the right to award to other than the contractor with the lowest price. Besides low price, other criteria that will be considered include: 1. Contractor shall provide all the specific equipment listed above (NO SUBSTITUTES) 2. Contractor shall provide installation of the equipment above 3. Contractor shall be able to warrant the supplies and services above 4. Price MR. MICHAEL HIGGINS has been appointed as Ombudsman to hear concerns from offerors, or potential offerors during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
