Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All responses to this solicitation/Request for proposal must make reference to the Solicitation Number F04693-03-T-0019 and be submitted by COB 22 Sep 03. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-09. This solicitation is a 100% set-aside for small business concerns. The North American Industry Classification is 541690. The size standard is $6.0 million. The Defense Priorities and Allocations System (DPAS) rating is: unrated. Service to be Procured: Contractor will provide a System Design Analysis for the Los Angeles AFB Motorola 3.1 Astro Trunking Radio System in accordance with the attached Statement of Objective, CLIN 0001: Site survey and production of associated report, QTY: one (1), Unit of Issue: EA. CLIN 0002: Engineering design and definitive site support specification, QTY: one (1), Unit of Issue: EA. FOB shall be Destination. Offerors will submit a technical explanation of the methods they will use to perform the tasks specified in the Statement of Objective along with their proposal. The technical explanations will be used to ensure that the offeror intends to perform the work commensurate with current industry standards. All information for the subject solicitation is available at www.eps.gov, no paper solicitations or specifications will be made available. Offerors must be currently registered in the Central Contractor Registry (go to internet address: http://www.ccr.gov/ for additional information). Performance of contract shall be coordinated with 61 CS, Mr. James Suggs (310) 363 1706. The Service Contract Act applies to this acquisition; the applicable DOL Wage Determination is attached. The following FAR clauses and provisions apply to this requirement and can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil: 52.212-1, Instructions to Offerors ? Commercial, 52.212-2, Evaluation ? Commercial Items, paragraph (a) ? ?The following factor shall be used to evaluate offers: Award of this contract will be made to the contractor offering the best combination of technical capabilities and price to include the following considerations listed in equal order of importance: a. Technical: describe the ability to accomplish the appropriate technical functions 1. Design a. Engineering Evaluations and analysis of wireless trunking radio systems b. Narrowband (12.5Khz) Frequency spectrum analysis c. System Programming of Motorola ASTRO 3.1 Trunking Radio System 2. Safety 3. Schedule b. Corporate Experience / Past performance: describe at least one similar project your firm has worked on, addressing the individual functional areas, your responsibilities and the outcome, and provide at least one customer reference POC and phone Number c. Cost: Provide a breakout of pricing for the System Design Analysis (SDA). Offeror?s price proposals will be evaluated to determine price realism and reasonableness. 52.212-3, Offeror Representations and Certifications ? Commercial Items. The following Defense Federal Acquisition Regulation Supplement (DFARS) clauses and provisions apply to this requirement: DFAR 252.204-7004, DFAR 252-212-7000, and DFAR 252.212-7001. All proposals and quotes are due by 4:00 P.M. Pacific Standard Time on 22 Sep 03. A site visit will be held on 23 Sep 03. Only offerors submitting an acceptable response prior to the solicitation closing date will be allowed to attend and will be notified of time and location.
