Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued. Contingent upon funding, the United States Army Tank Automotive and Armaments Command located in Rock Island Illinois intends to enter into a sole source contract under Simplified Acquisition Procedures with TC Consulting, (Ms. Linda Ottman), 3006 Maplecre st Road , Bettendorf, IA 52722, for management, personnel, equipment, materials and supplies necessary to manage, operate and administer the Installation Volunteer Program (IVC), Army Family Action Plan (AFAP), and the Army Family Team Building (AFTB). The Contractor shall serve as a link between the commander, volunteer agencies, volunteers and the community and coordinate and facilitate volunteering on the installation and in Army Community Service (ACS). The IVC shall promote the effective use of vol unteers, identify and develop meaningful volunteer opportunities and ensure compliance with regulatory guidance. The Contractor shall establish a Volunteer Advisory Council (VAC) and actively meet quarterly. The Contractor shall develop and maintain a po licy for recruitment, referral, and recognition for installation volunteers. The contractor shall also be responsible for the IVC program accreditation and assessment standards and provide statistical data for the ACS management report. The Contractor shall manage the local AFAP program establishing official local procedures in accordance with (IAW) the DRAFT AFAP regulation to ensure quality program delivery. The Contractor shall implement and manage an installation AFAP commander?????? s steering committee. The Contractor shall monitor and manage the progress of all issues submitted locally until they reach resolution, and maintain an ongoing historical record of issues and their progress (Issue Update Book). The Contractor shall host an annual AFAP Symposium on the installation, provide an after action report, and complete statistical data for reporting through the chain of command. The contractor shall also be responsible for AFAP program accreditation and assessment standards and pro vide statistical data for the ACS management report. The Contractor shall manage the local AFTB program and be a DA-certified Master Trainer or will attend the AFTB Program Manager Course within one year of assuming the position. The Contractor shall manage and implement the installation AFTB program as out lines in the AFTB draft regulation. The Contractor shall assess the community to identify local demographics, target populations and determine needs by using a variety of methods such as surveys; customer feedback forms, training evaluations and focus gro ups. The Contractor will develop and update, on an annual basis, a five-year plan for the AFTB Program. The contractor shall also be responsible for AFTB program accreditation and assessment standards and provide statistical data for the ACS management r eport. Interested firms able to meet these requirements are invited to submit response within 7 working days after appearance of this notice but only in writing with clear and convincing documentation to TACOM-RI, 1 Rock Island Arsenal, ATTN: AMSTA-AQ-ARI/Matth ew Lutes; Rock Island, IL 61299-6000 or by email to Matthew Lutes at: lutesm@ria.army.mil. Responses must include at a minimum how the contractor proposes to meet the requirements set forth herein. Written response must technical information sufficient to enable the Government to determine if a vendor can meet the Government's needs. No contract award will be made on the basis of offers/proposals received in response to this notice. If no affirmative responses are received clearly demonstrating a ve ndor??????s ability to meet the Government??????s need within 7 working days after publication of this notice, and funding is available, a sole source purchase order shall be issued to TC Consulting. All contractors who provide goods and services to the Department of Defense (DOD) must be registered in the Central Contractor Register (CCR) in order to be awarded DOD contracts.
