- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N00140-03-Q-4781. This solicitation documents and incorporates provisions and clauses in effect through FAC 2001-15 and DFARS Change Notice 20030430. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. The NAICS code is 813920 and the Small Business Standard is $6M. This is a sole source action with the Advisory Board Company of Washington DC for corporate membership to four divisions for the period of 01 October 2003 through 30 September 2004. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Offerors shall price the following requirements: CLIN 0001: Healthcare Advisory Board, Quantity 12 months; CLIN 0002: Clinical Advisory Board, Quantity 12 Months; CLIN 0003: Marketing and Planning Leadership Council; and CLIN 0004: Nursing Executive Center. The statement of work for this requirement is as follows: The proposed acquisition provides BUMED with the most up-to-date and comprehensive health care best practices research and training. It is intended to acquire corporate membership services providing health care research, best practices information, educational programs and inter-net based informational retrieval services tailored to the needs of BUMED headquarters, subordinate activities and Navy Medicine personnel. The proposed requirement acquires BUMED corporate memberships in four divisions of The Advisory Board Company, based in Washington, DC. BUMED membership in the Advisory Board provides the following: Health Care Advisory Board (HCAB) Membership ? The Health Care Advisory Board focuses on top issues on hospital and health systems? agenda. BUMED membership provides the following specific programs and services. Access for all members of Navy Medicine to research through the Health Care Advisory Board homepage. This provides unlimited on-line access to all Health Care Advisory Board research. Free hard copies of any research are available. Access for all members of Navy Medicine to regular electronic newsletters on health care management and finance issues through the HCAB web portal and key constituency briefings and alerts. Attendance at HCAB educational meetings. Each year the HCAB conducts meetings nationwide to present the results of ongoing research. Navy Medicine will have at least 120 seats available for these training sessions in locations throughout the country. This results in convenient and cost-effective educational opportunities for personnel throughout the Navy Medical Department. Two executive on-site research presentations geared to senior leadership audiences. Attendance at CEO roundtable meetings for Navy Medicine?s top leadership. Attendance at Innovations Center meetings. The Innovations Center assesses the impact of new technologies on future demand for hospital services. Its purpose is to be the benchmark for insight on innovation rooted in rigorous understanding of medical science, clinical practice, and reimbursement policies as they relate to the business of healthcare. Marketing and Planning Leadership Council membership. This membership serves BUMED personnel responsible for Navy Medicine?s broad array of marketing and planning activities. BUMED membership provides the following specific programs and services: Original research services whereby dedicated analysts will research specific health care issues as identified by BUMED headquarters personnel. Annual executive retreats for BUMED marketing & planning leadership. Best practices briefs and implementation tool kits. Annual meetings attended by BUMED personnel. Clinical Advisory Board membership. This research is directed to top health care clinical and administrative leadership. Research is designed to advise leadership on technical and clinical issues involving hospital-physician relationships, optimizing clinical resource utilization, improving clinical outcomes and performance and reducing medical errors. BUMED membership will provide the following services: National Clinical Executive Meetings - presentation of major research projects across the most recent year covering the areas of most pressing concern to the membership in a large group setting. National Conference Calls - typically 60 - 90 minutes in length, teleconferences allow the Clinical Advisory research staff to present the high lights of the Clinical Advisory Board research library. Teleconferences accommodate up to 600 participants and typically include discussion of the research as well as a facilitated question and answer period. Implementation Workshops - bringing together members to discuss the full breadth of leadership and operational challenges when adopting best practices, these sessions combine faculty presentations, industry guidance and real-time problem solving exercises to create a 'hands-on' learning environment. On-site educational retreats - focused teaching sessions on a number of Clinical Advisory Board research topics held at member institutions to facilitate shared learning. The Clinical Strategy, an electronically transmitted report of news and media coverage of interest to physicians focusing on medical advances, economic news and physician practice news from over 100 sources. Nursing Executive Council membership. This membership service focuses on best practices and innovations for senior nursing executives and leaders throughout the health care industry. BUMED membership provides the following services for offering research and services to support the creation of effective nursing strategy and raising the level of current performance and accountability across the patient care environment in response to the demands placed by such uncertain times. To accomplish this agenda, the Nursing Executive Center provides: Strategy and Best Practice Services. The Future Nursing Scan - presentations and facilitated discussion for nursing executives and patient care directors on emerging future trends of greatest immediate concern for nursing operations and planning. Nursing Leadership and Strategy Reports - larger studies on strategic issues facing nursing leaders; reports include detailed best practices, lessons and case studies. Nursing Strategy Solutions - an integrated series of supportive tools - sample business plans, gap analyses and dashboards - to assist the CNO as they develop nursing strategic plans. Nursing Leadership Team Summits - a special series of working sessions in which the CNO and directors are invited to attend as a team. These sessions will be offered in additional to our traditional national meetings. Management Excellence Briefs - a series of briefs for improving the effectiveness and accountability of nursing directors and managers intended for the CNO, but ultimately designed to improve the performance of his or her reports. Annual Member Meetings - a gathering of CNO's from across the country to share in the presentation of research conducted on the topics most pressing for the Nursing Executive Center constituency. Attendance at these meetings is typically restricted to the CNO. Center Watch and Journal Review - on line publications that provide a top-line overview of news and clinical publications of relevance to the nursing leadership audience. Nursing Best Practices Center - an on-line best practice database made available to the member's organization. The following FAR provision and clauses are applicable to this procurement: 52.212-1, ?Instructions to Offerors - Commercial Items?; 52.212-3 ALT I, ?Offeror Representations and Certifications - Commercial Items?; 52.212-4, ?Contract Terms and Conditions - Commercial Items?; and 52.212-5, ?Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items?. In regards to the clause at FAR 52.215-5, the following numbered subparagraphs under paragraph (b) of this clause apply: (1), (7), (13), (15), (16), (17), (18), (19), (24), & (29). All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, ?Offeror Representations and Certifications - Commercial Items? and 252.212-7001, ?Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items.? In regards to the clause at DFAR 252.212-7001, the clause under paragraph (a) applies as well as the following subparagraphs under paragraph (b): 252-225-7012, 252.243-7002, and 252.247-7023. CBD Numbered Note 22 applies to this acquisition, however, all offers received within 5 days after date of publication of original synopsis will be considered by the Government. An addendum to FAR 52.212-1 is DFARS 252.204-7004 entitled "Required Central Contractor Registration (CCR). Offerors must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at https://www.ccr.dlis.dla.mil/ccr/scripts/index.html . At a minimum, vendors shall supply to this office a signed price proposal on letterhead or a SF1449 for the requested items with unit price and extended prices shown. All quotes should also include FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Quotes should also include completed copies of the clauses at FAR 52.212-3 ALT I and DFARS 252.212-7000.
