Description
This is a synopsis for commercial items prepared in accordance with the format under Simplified Acquisition Procedures in accordance with FAR Part 13.5, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-27. The North American Industry Classification System (NAICS) code is 511199 with a small business size standard of 500 Employees. It is the intent of the National Library of Medicine (NLM) to procure monographs, continuations and related services to NLM through firm orders, approval plans, and standing orders. The Library's objective is to support biomedical research, professional education, health policy development, and health care delivery through the dissemination and exchange of information by health professionals. This acquisition excludes subscriptions to journals and other periodicals, which NLM acquires under a separate procurement mechanism. The contract type will be a Blanket Purchase Agreement (BPA). The period of performance will be for an initial twelve (12) month period, with options to extend the period of performance for four (4) additional twelve (12) month periods. The initial period of performance is anticipated to begin on or about December 1, 2003. The FAR provisions and clauses sited herein are incorporated by reference into this solicitation. Offerors are advised to propose in accordance with the provision of FAR 52.212-1, Instructions to Offerors-Commercial Items. Offerors are advised to provide with their offer a completed copy of the following provisions: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (http://www.arnet.gov/far/). The following FAR clauses apply to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Request for Quotations (RFQ) Number NLM 03-246-CYC will be available on or about October 3, 2003. Firms interested in responding to the notice must be able to provide the referenced service as specified above. Request for RFQ-NLM-03-246-CYC may be obtained by writing to the National Library of Medicine, Office of Acquisitions Management, 8600 Rockville Pike, Building 38A, Room B1N20, Bethesda, Maryland 20894; Attention: Cara Y. Calimano, Procurement Technician. Responses must be in writing and must be received in the office within fifteen (15) calendar days from the publication date of this notice. Facsimiles WILL NOT BE ACCEPTABLE. All responsive sources may submit a proposal which will be considered by the NLM.
