- Description
- The 12th Contracting Squadron at Randolph AFB intends to award on a sole source basis in accordance with FAR Part 6.302. Award will be made to Environmental Tectonics Corporation (ETC), Southampton, PA, under the Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation Number F8HQDO23460100 is issued as a request for quotation. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 01-14. The SIC Code is 7699, size standard is $6.0 and the NAICS code is 811219. The contract is for the purchase of preventive, emergency, and factory maintenance, parts, warranty, and one time LCD monitor upgrades of the GYROLAB 2000 Advanced Spatial Disorientation Trainer (ASDT), for which Environmental Tectonics Corporation (ETC) retains all proprietary rights. ETC shall also provide all labor, equipment, transportation, supervision, and other items and services as necessary, including all software programming tools, to perform on-site preventive, intermediate level, emergency, and factory maintenance for the Government owned ASDT located at Randolph AFB, TX. ETC shall recommend, propose, perform, and document upgrades and modifications to the ASDT system as required and approved by the Government. Maintenance will be for a period of six months. The period of performance shall be six months from date of award. Award of Firm Fixed Price Contract is anticipated by 30 Sep 03. Full text of the following clauses and/or provisions can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil. FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-2, Evaluation ? Commercial Items, are applicable to this acquisition. Specific evaluation criteria for this provision are as follows: (1) conformance to the Statement of Work (Technical Proposal), (2) past performance and (3) price. Factor one (1) has a greater weight than factor two (2). Factor two (2) has a greater weight than factor three (3). Offers submitted shall address the following: conformance to the SOW/technical proposal specifications, past performance, and price. Offerors must also include a completed copy of the Offeror Representations and Certifications ?Commercial Items (FAR 52.212-3), which can be obtained at http://www.arnet.gov/far. The following contract clauses are applicable to this requirement. FAR 52.212-4 Contract Terms and Conditions-Commercial Items. Paragraph ( c ) of this clause is tailored as follows: ( c ) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of administration changes such as paying office, appropriation data, etc., which may be changed unilaterally by the Government. Reference FAR 52.212-4, Paragraph (n) is hereby tailored as follows: (n) Title. Unless specified elsewhere in this contract, title to items furnished by this contract shall pass to the government upon acceptance, regardless of when or where the Government takes physical possession. Interested parties capable of providing the above must submit written proposal to include discount terms, site locations, past performance information, tax identification number, cage code, and firm evidence of their ability to perform. All responses that meet the criteria contained herein will be considered. ?Or equals? will not be accepted. Award will be made using Simplified Acquisition Procedures, therefore, the evaluation procedures at FAR 13.106-2 will be used. All responsible sources may submit an offer, which, if timely, will be considered by this agency.
