- Description
- The Mission Planning System Program Office (SPO), Electronic Systems Center (ESC), Hanscom Air Force Base, MA is developing a DoD long-term system engineering and integration contract RFP for the Mission Planning Enterprise. This Enterprise encompasses organizations in the US Air Force, Navy, Army, Marines and Special Operations Forces. The scope of this proposed contract includes mission planning system engineering and integration over the next 15 years, likely with a 3-year initial term and a series of 4, 3-year options. The contract scope spans technical and management tasks associated with integrating the Joint Mission Planning System (JMPS) Framework, Common Capabilities (CCs), and Unique Planning Components (UPCs). The system Engineering and Integration Contractor SEIC) will also support the O&M and Life Cycle Upgrades of the legacy systems PFPS and MPS. The SEIC will also support the technical and management tasks associated with migrating from the legacy MPS to JMPS. Under this contract the SPO provides guidance and oversight while the SEIC develops plans, proposes requirements, identifies technical, integration and management options, and executes many program management functions. These efforts may include, but are not limited to: 1) Requirements analysis: software requirements, working with users to define requirements, analysis and proposal of technical and integration alternatives; 2) Architecture and design: design standards, interface documentation, performance analysis, engineering documentation (SV, OV, TV); 3) Configuration management: knowledge repository, software configuration control and distribution; 4) Systems Integration: platforms baseline, system interface; 4) System evolution: roadmap, master schedule; 5) System test: proposing test plans, working with test agencies, executing and analyzing tests; and 6) Program Management: cost, schedule, performance, risk management, documentation development and meeting administration. This project will have a direct working relationship with the Mission Planning Enterprise Contract (MPEC). This contract will include the tasks performed by the current SEIC-Short Term contract, but has a substantially increased scope.
