Description

This amendment is to notify all interested parties that Space and Missile Systems Center (SMC) Detachment 12, Rocket Systems Program Office has additional requirements relating to the launch support services required for the Orbital Sub Orbital Program (OSP) Space Launch Vehicle (SLV) Minotaur Launch. The changes are as follows: (1) The option for the second launch will entail requirements for a classified primary payload; (2) An additional option for a Pathfinder will be required; and (3) An additional option will be required for the spaceport to provide range services to include flight test tracking, telemetry, RF, and command destruct. The Government intends to award the contract in accordance with FAR Part 15.101-1 as a best value procurement. Technical capability criteria will be included in the RFP. Because of the significant potential impact of associated Government costs on the overall program, the RFP will contain evaluation criteria addressing the overall cost to the government to arrive at the evaluated price of each offeror which will include internal costs to the government for range support (if outside proposed costs), equipment transport, logistics, per diem for the launch campaign, etc. These costs will be determined for each potential launch site and added to each offeror?s proposed price in order to determine the overall cost to the Government. The overall calculated price will be used for evaluation purposes only. The Government expects to release the RFP on or before 3 Oct 03.
