Description
The Bureau of Land Management, Salt Lake City, Utah has a requirement for an Audio-Visual be installed at the Grand Staircase-Escalante National Monument (GSENM). This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Solicitation Number for this notice is RFQ JSQ034089. The solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14, dated May 22, 2003. AV Equipment Design, Delivery & Installation, SCOPE OF CONTRACT 1. Design, deliver, and install audio-visual equipment in the GSENM Kanab Visitor Center located in Kanab, Utah. 2. Description of audio-visual programming & Deliverables; Contractor will provide a functioning audio-visual system to provide quality audio-visual presentations, organized for maximum flexibility using various mediums and ease of use by staff at the visitor center. Contractor will provide an Operations & Maintenance (O&M )Manual and on-site training session following installation. There is a projection/equipment room situated between a theater room and conference room. See diagram for conduit, electrical, data, and telephone connections. Circuit breakers are 120 for each room; each carries 20 amps or 2400 watt capacity; pull wire through existing conduit and above ceiling. Functions include showing laptop/computer presentations, satellite-linked television, wireless microphone system for a person speaking indoors or outside, video and data projection from VHS and DVDs, slide projector programs for 35 mm slides, overhead transparency projection, surround-sound from permanently installed speakers. Programs shall be able to be shown with subtitles as a viewing option. Switches needed in projection booth to operate mechanized screen in both rooms - switches are currently located on wall in room near the screen. Theater Room functions: Show a DVD program approximately 1,600 times per year. Requires controller for DVD and room lights located at information desk in lobby. Digital projector to be mounted mid-room from ceiling. Provide theater sound system. Provide a mobile microphone system that can be used indoors and outdoors. Conference Room functions: Provide a computer-based system that can show DVD's VHS, overhead projection, internet, satellite (provided by others) TV connection, 35 mm slides, and an additional laptop computer. Provide one laptop PC computer and all hardware and software necessary. Provide an interactive telecommunication (IT) system (sound and picture) that permits recording and transmitting all of the following concurrently: 1) a speaker/teacher at the front of the room to lecture and demonstrate, 2) show notes and other table displays (ie. rocks, small live animals, maps, photos, plants, small items requiring zoom capability), and 3) show the audience. Provide a control panel at speakers desk to adjust pan, tilt, zoom, focus on each cameras. Provide a handheld remote for the speaker to change projected images while standing away from the desk/podium/control panel area. Sound system: requires recording level sound from speaker and audience; playing sound from all other hardware systems. Provide expandability for modernization over the next ten years. Equipment must be secure from the public. Equipment must be stored and/or mounted securely for use at the Kanab VC. Proposal shall include a description of components and their function. Contractor shall provide and install the following equipment (but not limited to), or equal, that at minimum satisfies all of the functional requirements described above. 1. Denon AVR 3803 Receiver Surround Sound; 2. Lowell Equipment Rack; 3. EFI PT-2000 TVSS; 4. Marantz DV711DPj DVD Player; 5. JBL Control 26 in-wall Loudspeakers; 6. Lighttronics AR602 Dimmer; 7. Lighttronics AI1001 Remote Control; 8. Analog Way Smart Cut 2 Video Switcher; 9. Anchor Audio System with Wireless Mic; 10. JVC SR-V10U VCR; 11. Denon DN-V1700 Media Server; 12. Extron 468XI Computer Input; 13. Sanyo PVC-70 Video Projector; 14. Premier Video Projector Mounts; 15. AMX NI-3000 Control Interface & Components (AMX TXC 16+/AX-NWS; AMX AXD-MSD32; AMX NXM-IRS4; AMX PCS/PCS2; AMX PC1/PC2; AMX NXM-Vol4; AMX VSS2); 16. JBL Control 29 A/V Loudspeakers; 17. Crown CTS600 Amplifier. Minimum Qualifications: The Design Contractor shall meet the following minimum qualification requirements: Three years experience designing, delivering, and installing audio and visual systems of this type. Portfolio: Submit a description of three similar projects that demonstrate the ability of the Contractor to provide design, delivery, and installation of this type of system. Capacity to accomplish the work in the required time. Evaluation Criteria: Experience: reference above Minimum Qualifications Requirements. List two recent references with telephone numbers and point of contact. Submit price quote for total job, including all materials and labor necessary to design, build and install this system. Itemize price of all components. Schedule & Period of Contract: The Contractor shall follow the schedule within this contract. The Contractor shall contact the Contracting Officer within 7 days after receipt of an awarded contract for scheduling a pre-work meeting, for clarification regarding contract terms, work performance requirements, and the Contractor's Plan for conducting the work. The Contractor shall begin work within 14 days of Notice to Proceed (NTP), provide a design within 30 days of NTP and complete the job within 90 days of NTP. The Government will provide on-site inspections at the Kanab Visitor Center during delivery and installation. The Governments Contracting Officer's Representative (COR) shall maintain contact with the Contractor during duration of the contract, and will be the primary contact. The Contracting Officer (CO) will be available for any necessary clarifications. Inspection, Acceptance, & Payment. The BLM will review all designs, production, and installation for quality and craftsmanship. Each phase must be approved by the COR prior to payment. Price. The contractor shall submit the price proposal for the total job, including all materials and labor necessary to design, deliver, and install. Payments: Payments will be made following the schedule below: At acceptance of design drawing:10%; At completion and acceptance of delivery and installation, demonstrating all systems function at 100%, and delivery of O & M manual and training session. 0% Contractor is required to submit invoices to BLM/COR for payment. Warranty: The Contractor shall warranty each audio-visual component per the manufacturer's warranty. All paperwork regarding warranties, operation, and maintenance shall be provided by the Contractor in the O&M Manual. The Contractor shall warranty installation functioning (that all systems work consistently) that are part of this Contractor's work for one year from acceptance.
