- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation/synopsis reference number is FA4417-03-QS777 is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 326211with a 1,000 size standard. Hurlburt Field intends to issue a firm-fixed price contract, brand name or equal, for the following: LeeBoy Model 420 Pneumatic Tire Roller (Qty 1 Each) with the following features, 3100 lbs rear static weight, 1900 lbs front static weight, 3694 lbs rear loaded weight, 1900 lbs front loaded weight, 621.6 per tire loaded weight, 9 each 7.5 x 15 rubber tires, 40 HP Diesel Engine, hydrostatic transmission (0-7 mph), 93 gallon pressurized water system, 7 gallon diesel fuel capacity, 27 gallon hydraulic fluid capacity, 27 gallon hydraulic fluid capacity, LeeBoy Model 1226T power tilt trailer (Qty 1 Each), 24,000 lbs gross vehicle weight, 19,000 lbs load capacity, 6? x 27? loading ramps, 8 degree load angle, 8 x 14.5 tires, 26? deck length, electric all-wheel braking, 33? bed height (from ground), 2? x 8? oak decking, 5 position bolt-on pintle eye, high tensil safety chains, 12,000 lbs jack leg, spare tire and wheel. The following clauses and provisions are incorporated and will remain in full force in any resultant award. . The Government will award a contract resulting form this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: 1.) Price and 2.) Past Performance. The Government will evaluate offers for award purposes for the total price for the requirement. When evaluated, past performance is approximately equal to price. If the lowest priced evaluated responsible offer is judged to have an exceptional performance risk rating, that offer represents the best value for the Government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers. Offerors shall provide 2-3 references of your most recent projects.
