- NA AMMENDMENT 1 DABQ03-03-R-0065-0001 COMBINED SYNOPSIS/SOLICITATION (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals a re being requested and a written solicitation will not be issued. (ii) This Solicitation will be issued as a request for quotation (RFQ). (iii) This Solicitation and the provisions and clauses incorporated are those in effect through Federal Acquisition Ci rcular (FAC) 2001-15. (iv) This acquisition is a Small Business Set-aside, Size standards 500 Employees. The applicable NAICS is 339113. (v) This RFQ contains the Statement of Work: The Contractor shall perform or provide the following items: AMENDMENT CHANGES 1. Amendment closing is extended to 25 Sept. 2003 at 16:00 Alaska Time. 2. FY 03 funds are replaced by FY 04 funds. 3. Skis are not required to have the binding area tapped with threaded inserts. 4. Delivery of the skis will be required 150 days (ARO) After Receipt of Order. COMBINED SYNOPSIS/SOLICITATION Request for proposals on the following equipment. Price should include shipping to Ft. Richardson, Alaska 99505: Request for 1,497 pairs of snow skis. Skis are to be of a heavy duty touring style. Function of the ski is for rapid speed downhill as well as long distance cross-country skiing. Use is for soldiers with equipment in Arctic and Sub-Arctic conditions. E stimated weight of load (soldier and equipment) is between 190 and 220 lbs. Skis are to be lighter than 2.4 Kg (5.28 lbs.) per pair. Length of ski is to be 190 cm. Core should be composed of a laminate for strength and lightness. Tip and tail should be housed to enhance durability. Binding area should be reinforced for mounting of NATO style bindings, and tapped with threaded inserts for installation of bindings. Ski edge is to be steel. All of the side and top (excluding steel edge) should be of a w hite substance for camouflage effect. Base may be any color but should be a natural color (tan, black, brown, forest green, gray, etc.). Requires a wax less base. Please include specifications with your bid; if specifications are not included, your bid will be determined non-responsive Please price in two manners: Option A, (ITEM NO 000101, 000201 and 000501), Skis delivered fully assembled. Option B, (ITEM NO 000102, 000202 and 000502), Skis and bindings delivered, then bindings mounted to skis by contractor-supplied technician. EVALUATION CRITERIA The contract will be offered to the proposal providing the best value for the Government. Best value will be determined based on the following factors: 1. Compliance with the technical specifications. 2. Past performance/testing for these types of supplies, especially with US or allied military organizations. 3. Price. 4. Delivery date of mounted skis. All factors will be of approximately equal value.
