Description
NA NOTE: Any prospective Offeror interested in proposing for this solicitation may view and/or download this solicitation and all amendments from the Internet site http://ebs.sas.usace.army.mil/ after solicitation issuance. Description of work: The project in volves the addition of 6,567 SF to the existing JSTARS Flight Simulator building to provide space for a second Weapons Systems Trainer at Robins AFB, GA. The addition will include a simulator bay, software and computer support area, restrooms, administrat ion, classroom and briefing room space as well as mechanical space to support a full motion simulator. The project also includes the addition of a 57-vehicle parking lot. The contract issued will be Firm Fixed Price. The contract shall be for a period of 365 days. The total contract shall not exceed $2.6 million. The contract will be solicited and procured using a Performance Price Trade-Off (PPT) Request for Proposals (RFP) in accordance with FAR Part 15.101-1. Offerors are required to submit a price and technical proposal. Each proposal shall contain the Offeror's best technical proposal and best price. The technical proposal will be evaluated using the following factors: Factor 1: Construction - Past Performance 2: Construction ?????? Relevant Specializ ed Experience, Factor 3: Construction - Duration, Factor 4: Construction ?????? Management Effectiveness. Offerors shall be evaluated on construction contracts successfully completed or substantially completed in the last three years with the majority of t he contracts performed falling within the range of $2 million to $5 million. Factors And Weights: Factor 1 and Factor 2 are equal, however Factor 3 is more important than Factor 4. All evaluation factors, other than cost or price, when combined are equal to cost or price. Proposals will be evaluated using the following adjectival descriptions: Outstanding, Above Average, Satisfactory, Marginal, and Unsatisfactory. Proposals shall include sufficient detailed information to allow complete evaluation. Pricin g will not be scored. Prices will be evaluated for reasonableness and understanding of the Scope of Work. Proposed percentages for Field Overhead, Field Overhead on Subcontractor??????s Work, Home Office Overhead, and Bond Premium will be evaluated for rea sonableness and will be applied to all future modifications issued under the contract. Award will be made to an Offeror whose technical submittal and price proposal contain the combination of the criteria requested that offer the best value to the Governme nt. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. This solicitation is issued on an unrestricted basis pursuant to the Business Opportuni ty Development Reform Act of 1988. This solicitation will be issued in electronic format only and will be available on or about 9 October 2003 on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Internet . No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
