Description
The United States Environmental Protection Agency (U.S. EPA), National Center for Environmental Assessment-Washington, is seeking a contractor to provide technical support in developing human health and exposure risk assessment information for assessments, methods and guidance. The contractor shall be responsible for the following: 1) Designing and conducting of sampling studies; 2) chemical-specific assessments and documents; 3) risk assessment methodologies; 4) scientific reviews; 5) science writing; 6) risk communication; 7) supply support in performing exposure factors and assessment research, site-specific exposure assessments and design and implementation of field studies; 8) provide support in the development of, refinement and maintenance of information databases and analysis systems with the Agency; 9) support development of new qualitative or quantitative models and/or refinement of existing ones for use in risk assessment methodologies; and 10) provide support in the development of improvements to existing or validation of alternative methods, models or approaches for use in risk assessment for single contaminant, mixtures or site-specific situations, including evaluation of methods and procedures proposed or used by others. This procurement will be processed using full and open competition. A detailed statement of work will be issued with the solicitation. It is anticipated that the solicitation will be issued in the third week of October 2003, providing for a response time of a minimum of thirty (30) days. The proposed contract will be a cost plus fixed fee/level-of-effort term contract, with a base period of one year and four, twelve month option periods, for a total of 60 months ( five years). The base level-of-effort for each of the five years will be approximately 10,000 direct labor hours with options for an additional 10,000 direct labor hours in each 12 month term, for a potential of 100,000 direct labor hours over the five years, if all options are exercised.
