- This is a Sources Sought Synopsis. There is no solicitation available at this time. Requests for solicitation will not receive a response. This Sources Sought Synopsis is published for market research purposes only, and in no way obligates the Government in an award of any contract. The Defense Threat Reduction Agency (DTRA) is seeking commercial technology solutions to requirements associated with response to the threat of proliferation of weapons of mass destruction (WMD). This synopsis seeks to identify qualified sources from Government or Industry for the following requirements: Integrated Micro-Climatization System. The system is envisioned to be comprised of a thermal control unit and a thermal transfer suit. This lightweight and easily employed capability will provide individual micro-climatization that can be worn in a NBC (contaminated or suspected contaminated) environment using COTS/near COTS technologies. The thermal transfer suit is envisioned to be worn under the protective ensemble, likely as an undergarment to provide micro-climatization control to maintain operator core temperature at an acceptable level, (below 100 degrees F.) thereby improving operator performance and personal safety. Capabilities must include the ability to provide one hour extended duration with operator re-charge; a none-tethered system; maintain pre-set temperature within 5 degrees F with a manual turn-off, and must fit under, or be incorporated with PPE gear, yet not restrict movement. Other requirements include the conduct of pre-planned product improvement necessary to leverage technology maturity and advancements. The focus will be on those capabilities that minimize the logistical burden in terms of size, weight, duration of performance, ease-of-use and associated hazards to the operator. Sources having the capability to provide technologies addressing any or all of these requirements are invited to submit white papers (6-10 pages maximum); white papers need to include sufficient technical information for a review panel to assess the scientific validity of the submitted technology. Responses should include a cost estimate ROM (rough order of magnitude). Documents shall be provided in electronic form (Microsoft WORD, EXCEL, or PowerPoint) to the contract specialist at DTRA, Attn: BDCT / Cynthia Sanders, DTRA Annex, 8725 John J. Company information should include qualifications and experience in work of this nature, point of contact, business size and disadvantaged, 8(a) or HUBZone. Any information submitted in response to this synopsis is strictly voluntary. The Government will not pay for any information submitted in response to this Sources Sought. This announcement in no way obligates the Government to issue a solicitation or otherwise make a contract award.
