Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation SP4700-03-T-0049 is a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Acquisition of Commercial Items; (FAC 15); 25 August 2003. This solicitation is 100% Small Business Set-Aside and the associated NAICS code is 423410, size standard is 500 employees. SPECIFICATIONS FOR DLA ROOM 2801: Power requirements: In the existing cabinet below the TV- 10.5 amp power load supporting 3 products. The NEC's have a power load of 5.0 amp each. The Polycom Viewstation FX has a power load rating of 3 amps. Shelf for the Viewstation (we need to have an alcove built in below the FX for the power supply to sit in). We would need it to be 3" tall and the same width and depth of the shelf above it. You could directly attach it to the underneath of the shelf basically creating a box that is 14" wide by 13" deep and 3" tall. Plasma opening: Width- 46"; Height- 31.5"; Depth- 4.5" (this will accommodate the 3.5" plasma as well as the 1" deep mount. Smarttech software: Windows Operating Systems: 486DX 66 MHz or higher processor (Pentium processor recommended); 16 MB of memory required (24 MB recommended); Windows 95, 98, 2000, ME, XP or Windows NT 4.0; 50 MB of free hard disk space for complete installation. PROJECT SCOPE OF WORK for Room 2801: A multimedia room will be installed for DLA J-8. The purpose of which is to integrate Local Presentations, Video Conferencing, and to enable better communications with the field level Comptrollers and Resource Managers. The equipment will also provide us with the ability, in the future, to utilize desktop video conferencing at each of our locations in the field. It also provides teleconferencing and stand alone presentation capabilities. The room will be controlled via remote control from respective equipment. The equipment being installed will be capable of interfacing with all other DLA Video Teleconference Equipment and the standard DLA computer software. The equipment and associated application will include: Polycom ViewStation FX H.323: Including H.261/H.263 Video Algorithms, G.728, G.722, G711, Acoustic 716 Plus Audio Algorithms, Dual Monitor Ready, PIP, 12X PTZ Camera with Voice Tracking, Integrated Speakerphone, Ethernet/Internet/Intranet Connectivity, Second Camera, DocCam and VCR Inputs. Also has the Capability of Voice-Activated Switching Multipoint or Continuous Presence Multipoint, Local Site Plus Three Sites @ 384Kbps or Local Site Plus Two Sites @ 512Kbps; (1) PolyCom Quad BRI Module for FX; (1) PolyCom Visual Concert FX; (2) NEC 42? Plasma Display; (2) ClearOne 42? Plasma carts; (1) ClearOne Set-top Mounting kit for FX; (1) SmartTech Smartboard 560 60? diagonal screen; (1) Extron VGA 1in/2out Distribution Amplifier; (1) ClearOne XAP-800 Echo Cancellation unit; (6) Crown Ceiling Microphones; (1) Alesis RA300 Amplifier; (8) JBL Ceiling Speakers; (1) Crestron universal access wireless operation system; (1) HP ceiling mounted projector. DISPLAY TECHNOLOGY: Main monitor output from the codec will be displayed on the (2) 42? plasmas. During a video call this far end will be full screen on one plasma and near end on the second. Local computer image will be input into the Extron DA and passed through the video call by the Visual Concert. For local display of the PC the second output of the Extron DA will be fed into the second plasma. To activate the viewing of the PC image DLA will need to switch inputs on the plasma remote. Ceiling mounted projector will display computer output on Whiteboard. All controlled via Crestron Wireless universal access system via touch screen. AUDIO and VIDEO CONFERENCING: Audio and Video conferencing shall be integrated into the overall system and can utilize any room source, including computer signals via the connection terminal and microphones. Audio and Video Conferences will be routed through the Polycom VS4000 Codec. For details see above description. Audio conferencing requires a dedicated analog connection, videoconferencing requires data network connections. COMPUTER CONNECTIVITY: Laptop connectivity is provided by a cable interface located in the equipment cabinet. VIDEO PERIPHERALS: Video peripherals include: Laptop computer input via the Extron P/2 DA1, dedicated room PC (not provided) input via MLS102VGA to Visual concert connection. AUDIO SOUND SYSTEM: Six pressure zone mics will be ceiling mounted, and mixed through the ClearOne microphone mixers. Four ceiling speakers will be installed and flush mounted. FURNITURE: All system equipment will be housed in existing cabinets except for the plasma monitors which will be mounted on the walls and the view station that will be seated on a shelf. MAINTENANCE: Polycom?s maintenance and response time for critical issues (system is completely down) is four hours. The response time for General Maintenance is 48 hours. They also provide a three year guarantee of all work. The installation will be done by Polycom and the warranty is with them through SPS and AVAYS. Polycom is the integrator ? therefore they are responsible to ensure all equipment functions properly together. GENERAL ASSUMPTIONS: System as designed is dedicated to room DLA will need to provide dedicated PC to operate SmartBoard Technologies software interface with Smartboard 560. DLA/contractor will be responsible for any structural room modifications including movement of existing ISDN, Network, or Power access. The Plasma Display will be used for video and PC display. DLA ensure availability of necessary power outlets for all equipment to be installed in the room. Scope of Project and pricing are subject to change if the above assumptions are incorrect. DELIVERABLES : Implementation to begin the week of October 20, 2003, and to be completed by October 31, 2003. The implementation includes the following: Fully integrated operation of all equipment on the Crestron wireless console. All cabling, full installation and one full day of training included in the contract price. Full integration of the system and full support is provided under the contract. Implementation to be accomplished in 4 days installation and 1 day training. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition.
