Description
The James A. Haley Veterans Administration Hospital (VA) intends to award a Commercial Item Contract for unarmed security guard services for the Brevard county VA outpatient clinic, 2900 Veterans Way, in Viera, Florida, 32940. As such we are soliciting proposals from interested security guard contractors to provide protection of facility real property, and safety of staff, patients and visitors. The contractor is required to provide coverage twenty-four (24) hours per day, seven (7) days per week, in accordance with the statement of work (SOW). The Contractor is responsible for scheduling shifts to manage the coverage. The contract will consist of a Base Period plus four (4) 12 month renewal/additional option year periods. The Service Unit shall provide a desk, chair, office with supplies, and other miscellaneous items required to perform duties outlined in the SOW. The facility is approximately 127,500 SQ FT with parking space surrounding the facility. The contractor shall provide uniforms and badges that will clearly denote a security position. Security services will be in compliance with all applicable Federal, State, and VA laws/rules/regulations. This acquisition is totally set-aside (100%) for small business participation only. Solicitation No. 673-18-04 is being issued as a Request For Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15. Contractor shall provide all labor, supplies, material, travel, management and supervision to provide services as outlined in the solicitation and SOW. Offerors shall provide evidence of insurance and applicable licensing, and shall respond in accordance with the instructions outlined in the solicitation. All solicitation amendments will be posted on the same web site/URL. Offerors are responsible for checking the web site regularly to obtain amendments/up-to-date information. The size standard for North American Industry Classification System (NAICS) code 561612 is $10.5 Million. All qualified offerors/firms who believe they can satisfy this requirement are invited and encouraged to provide their proposal. Offers (including options) shall be evaluated for fair and reasonable price, capability to perform services (including quality control plan), and satisfactory past performance record. The Government anticipates award of a commercial item Firm-Fixed Price, Non-Personal Services contract to the responsible offeror whose offer provides the best value to the Government. Award will be made utilizing the Simplified Acquisitions Procedures outlined in FAR subpart 13.5, utilizing a combination of FAR part 12, 13, 15 & 17 award procedures. Contract award is subject to availability of fiscal year funding. Questions regarding this procurement must be submitted in writing not later than 2:30 PM EST, 10 October 2003. No telephonic inquiries will be accepted, however offerors may inquire by phone as to receipt of questions. Proposals may be sent to the POC electronically, by fax, hand delivered, or mailed. Proposal must be submitted in writing, be in accordance with the proposal preparation instructions, and be timely. No web-based offers will be accepted. Proposals will be considered only from offerors who are regularly established in the business called for, who are financially responsible, and have the necessary personnel to furnish services under this contract. Successful offerors shall meet all requirements of Federal, State, County or City codes regarding operation of this type of service. A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (June 2003) is required with your proposal. The following clauses and provisions apply to this solicitation and resulting award, plus addenda; additional provisions/clauses are outlined in the solicitation: 52.212-1, 52.212-2, 52.212-4, 52.212-5. Offerors shall verify current registration with the VETS 100 Compliance Program. Registration within the Central Contractor Registration (CCR) system is strongly recommended.
