Description
This is a combined synopsis/solicitation for commercial services in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation F09609-03-Q-0025 is hereby issued as a request for quote (RFQ). This procurement is 100% set aside for small business. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-15. North American Industry Classification System (NAICS) code for this procurement is 541990; size standard $6.0M. Dobbins Air Reserve Base, Georgia is soliciting for three contract line items for HQ AFRC/RS, Robins Air Force Base, Georgia. CLIN 0001 ? Training for Recruiters. Training will be conducted at the contractor?s facility in Greensboro, NC. 1AA - Performance Management Training for new senior recruiters and key staff personnel for 8 hours per day for 2 ? days for 15 attendees. This course is based on the Performance Counts text. It includes all materials, instruction, and professional fees. 1AB - Train the Trainer for senior and lead recruiters to assume the training of the IMPACT Selling System to other recruiters. Sessions shall be for 5 days for 42 attendees. All materials will be provided including Leader?s Guides, Training Videos (Assessment), CD?s and workbooks for each attendee. As part of Train the Trainer, a segment on presentation skills shall include workbooks, text High Impact Presentations Skills and multiple video recordings of individual presentations. Also included is phone consultation as necessary. 1AC - Telecoaching Sessions with senior recruiters and key HQ staff. Seminar shall include two 1-hour sessions on the same day with three seminars conducted during FY04. HQ staff will determine the dates and times. CLIN 0002 - Books. High Impact Productivity Books by William T. Brooks (100 each), Personal Productivity by William T. Brooks (100 each), and Performance Counts by Tony Alessandra, Frank Sarr, Pamela Truax, and William T. Brooks (100 each). CLIN 0003 ? 1-Year License Agreement for the Impact Three Plus Assessments. Shall provide for unlimited scoring of Impact Three Plus Assessments over the Internet. Services shall be priced per the CLIN structure as indicated above. Period of performance is for a 12- month period beginning no later than 30 Sep 03. This procurement will follow simplified acquisition procedures in FAR Part 13. Evaluation of quotes will be based on price. The DPAS Rating is DO-S10. Quotes shall include a completed copy of FAR clause 52.212-3, Offeror Representations and Certifications - Commercial Items, and be in accordance with FAR 52.212-1, Instructions to Offerors ? Commercial Items, and also include a completed copy of DFARS 252.212-7000, Offeror Representations and Certifications ? Commercial Items. FAR clause 52.212-4 Contract Terms and Conditions - Commercial Items, shall apply. FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items shall be incorporated into any contract resulting from this notice. Applicable clauses cited in FAR 52.212-5 are 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, and 52.232-33. DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies. The applicable clauses cited in DFARS 252.212-7001 are 52.203-3, 252.225-7001, 252.232-7003, and 252.243-7002. DFARS clause 252.204-7004 is also applicable.
