NA This procurement will be awarded to the lowest price that meet all the criterial in the statement of work.This is a combined synopsis solicitation DASW01-03-T-0168. The response date is September 29 2003 at 12:00 o'clock. Question should be Email to rogers n@hqda.army.mil Serena Rogers Contract Specialist 703602-3737. Defense Contracting Command-Washington on behalf of US Army Community and Family Support CFSC has a requirement for conference space for the AFTB conference to be held 28 October thru 8 Novembe r 2003. The hotel is to be within the Washington DC Metro area. STATEMENT OF WORK 1. Title: Army Family Team Building (AFTB) Master Trainer Course Training, for 28 Oct ?????? 8 Nov 2003. 2. Background and History: The purpose of the AFTB Master Trainer Course is to prepare volunteer family members and administrative support personnel to return to their military community and recruit and train other volunteers and establish and/or sustain on-going AFTB programs. 3. Scope of Work: The objective of this project is to provide non-personal services to the U.S. Army Community and Family Support Center, Army Family Team Building (CFSC-FP) for short-term use of conference space for twelve (12) days for the Master Trai ner Course 1. The Contractor shall provide the required deliverables as outlined in paragraph 7 below for approximately 156 people. The award will be subject to the availability of funds (SAF). 4. Period of Performance: This contract shall provide conference space, 28 October ?????? 8 November 2003. There is a three-four week timeline for mailing training materials and supplies to the hotel. Approximately, 100 boxes of training materials ar e mailed to the training site. 5. Support Requirements: Request that services of the conference coordinator or designated representative be available from 7:00 a.m. to 6:30 p.m. daily during the contracted period. 6. Basic Information for the Preparation of Documents: The U.S. Army Community and Family Support Center is a federal government agency and is tax exempt. 7. Deliverables: A. Meeting Rooms: (1) On 28 Oct thru 8 Nov 2003 provide one conference administrative room, 24 hour hold for the period of training consisting of twelve (12 days) to accommodate 28 persons conference style. In addition, the room must be large enough to hold approximately 100 boxes, two extra tables for supplies, 2 flip chart easel with/pads, large copier with collator, 4 computers with Internet access, 4 printers and 2 large trash receptacles. This room must be available until 6:00 p.m. each day for twelve (12 days) for p acking out at the end of the training. This room must have a phone with long distance calling access. Quantity required: 1 (2) On 28 Oct thru 7 Nov 2003 provide room for daily staff meetings for 36, set conference style, for ten (10) days 24 hour hold. Quantity required: 1 (3) On Thursday 30 Oct 2003 provide a Working Dinner Room with Dinner, for Staff Team Building serving approximately thirty-six (36) people to be served in a different room from the Team Building Room. This to be available on the 1st Thursday of training. Provide dinner for 36 people set with 6 rounds (5 people on 5 and 6 on 1 round) from 5:00 p.m. to 9:00 p.m. Quantity required: 1 (4) On Thursday 30 Oct 2003 provide a large room for Team Building exercises, for staff and core instructors. Approximately 36 will participate. This room should be available from 4:00 p.m to 9:00 p.m. Quality required: 1 (5) On 31 Oct thru 2 Nov 2003 provide three (3) Pre Training meeting rooms conference style for three days (3) available from Friday-Sunday (1st Friday-1st Sunday of training). Each set for 10 people conference style, with space for overhead projector w/sc reen, a flip chart pad/easel/markers with table in front and back for training supplies and 1 large trash can. 24 hour hold Quantity required: 3 (6) On Sunday 2 Nov 2003 provide one (1) ar ea for course registration from 4:00 p.m. to 6:00 p.m. on Sunday (day prior to start of training). The area must be centrally located so students can easily register after checking into the hotel. Space to be set with two 8?????? long tables with 4 chair s each. (7) On Sunday 2 Nov 2003 provide one (1) working dinner for 156 people Sunday (day prior to start of training) with 16 rounds (10 people each) from 6:00 p.m. ?????? 9:00 p.m.. Power pack for LCD, 10x10 screen (no smaller than 7.5x8) dressed with skirt, po dium standing with light, lavaliere cordless microphone and in-house sound system. Quantity required: 1 (8) On Monday 3 Nov 2003 provide one (1) one meeting room on Monday (1st day of training) large enough for general session for 156 people, set theatre style from 7:00 a.m. ?????? 9:30 a.m. Power pack for LCD, with/screen, 10x10 screen dressed with skirt , podium with light, lavaliere cordless microphone, and in-house sound system. The general session room must be different from the 3 breakout rooms listed in paragraph 9. Quantity required: 1 (9) On Monday 3 Nov provide (3) three meeting rooms on Monday (1st day of training) large enough for 50 people (24 hour hold). Each room set with 9 round tables (6 people each) from 7:00a.m. ?????? 6:00 p.m. Power-pack for LCD with/screen, podium with li ght, lavaliere cordless microphone, in-house sound system, and 2 flip chart easels/pads/markers in each room. One (1) large table in front and one (1) in back of the room for supplies and 1 large trash receptacle required. Quantity required: 3 (10) On Tuesday 4 Nov provide (3) three meeting rooms Tuesday (2nd day of training) large enough for 50 people (24 hour hold). Each set with 9 round tables (6 people) from 7:00 a.m. ?????? 6:30 p.m. Power pack for LCD, screen, podium with light, lavalie re cordless microphone, in-house sound system, and 2 flip chart easels /pads/markers in each room. 1 large table in front and 1 in back of the room for supplies and l large trashcan. Quantity required: 3 (11) On Wednesday 5 Nov provide (3) meeting rooms Wednesday (3rd day of training) large enough for 50 people (24 hour hold). Each set with 9 round tables (6 people) from 7:00 a.m. ?????? 6:00 p.m. Power pack for LCD, screen, podium with light, lavaliere cordless microphone, in-house sound system and 2 flip chart easels/pads/markers in each room. Require 1 large table in front and 1 in the back of the room for supplies and 1 large trash receptacle. Quantity required: 3 (12) On Thursday 6 Nov provide (12) twelve breakout rooms Thursday (4th day of training) for 10/12 persons each, conference style, from 7:00 a.m. ?????? 1:00 p.m. hours. In each room, provide an overhead projector, screen, l flip chart/easel/markers. Quantity required: 12 (13) On Thursday 6 Nov provide (3) three meeting rooms Thursday (4th day of training) large enough for 50 people. Each set with 9 round tables (6 people) from 12:00 p.m.- 6:00 p.m. Overhead projector, power pack for LCD, screen, podium with light, lavalie re cordless microphone, in-house sound system and 2 flip chart easels/pads/markers in each room, 1 large table in front and 1 in the back of the room for supplies and l large trash receptacle. Quantity required: 3 Note: on Thursday afternoon the following equipment is needed to prepare for the slide show to be presented on Friday: Large screen 10x10 (no smaller than 7.5x8), dual carousel/2 slides projectors with/fade sync, one a/v cassette recorder with slide/sync system, light table (to view slides) VHS video player/projector, mixer. 14) On Friday 7 Nov 2003 provide (3) three meeting rooms Friday (5th day of training) or (10th day) large enough for 50 people. Each set with 9 round tables (6 people) from 7:00 ??????1130 p.m.. Provide power pack for LCD, screen, podium with light, lav aliere cordless microphone, in-house sound system, 2 flipchart easels/pads/markers. 1 large table in front, 1 in the back of the room for supplies and 1 large trash receptacle. Quantity required: 3 (15) On Friday 7 Nov provide (1) meeting room Friday (5th day of training) or (10th day) large enough for general session for 156 people set theatre style 11:30 a.m. ?????? 1:00 p.m. The general session room must be different from the 3 breakout rooms. P rovide large screen 10x10 VHS player/recorder, 4 head; podium with light, lavaliere cordless microphone, in-house sound system. Quantity required: 1 (16) On Friday 7 Nov 2003 provide (3) three meeting rooms Friday (5th day of training) or (10th day) large enough for post training evaluations 12:45 ??????1700 p.m. Set for 4 people. Quantity required: 3 (17) On Saturday 8 Nov 2003 provide (3) three meeting rooms Saturday (last day of conference) style for post evaluations 7:30 - 1200. Set for 4, conference style. Quantity required: 3 (18) On 30 Oct ?????? 7 Nov 2003 provide (1) one room for instructors (to accommodate 28) for informal meetings and renewal, (24 hour hold) for eleven (11) days (1st Wed-2nd Saturday). Quantity required: 1 (19) Provide podiums with lights in all classrooms. ADDITIONAL REQUIREMENTS: (1) All meeting room space must adequately hold the required number of persons without any adverse restrictions on conference attendees, or interference in the training process. The general session room must be different from the 3 breakout rooms. (2) Conference facility will provide parking for guests at no cost. (3) Provide storage space to receive and hold approximately 100 boxes of training materials two weeks prior to the beginning of the conference, at no cost. (4) All meals coordinated by contract/purchase order must be at the government per diem rate. (5) All meeting room space must be in the same building, preferably the same floor to facilitate a timely distribution of numerous training materials and staff coordination. (6) Facility must have audio-visual, copier and computer maintenance hotel representative on premise throughout the conference period. (7) All guest rooms must be provided at the government per diem rate. (8) Facility must have the rating of a 3 Star 4 Diamond hotel or comparable. (9) A full hot breakfast must be included in the room rate. (10) Lunch and dinner meals must consist of one hot entr????e, 2 vegetables, salad, rolls, beverage all inclusive. b. Sleeping Room Nights: (1) Provide a total of 1064 sleeping room nights at the per diem rate all inclusive for the period of training (11 days). Room night requirement are as follows: Tues 28 Oct 0 rooms, Wed 29 Oct 18 rooms, Thurs 30 Oct 27 rooms, Fri 31 Oct 28 rooms, Sat 1 Nov 55 rooms, Sun 2 Nov 157 rooms, Mon 3 Nov 156 rooms, Tues 4 Nov 156 rooms, Wed 5 Nov 156 rooms, Thurs 6 Nov156 rooms, Fri 7 Nov 155 rooms, Sat 8 Nov 0 r ooms. c. Working Meals: (1) On 29 Oct ?????? 1 Nov 2003 provide a working dinner for 33 people not to exceed $30.00 per person inclusive 1st Wednesday- 1st Saturday (2) On 2 Nov 2003 provide a working dinner for 157 not to exceed $30.00 per person inclusive 1st Sunday (3) On 29 Oct ?????? 2 Nov 2003 provide working buffet lunches not to exceed $11.52 (inclusive) through the Dining Room for period 1st Wednesday ??????1st Sunday (5 days) for 33 people (4) On 2 Nov ?????? 7 Nov Provide buffet lunches not to exceed $11.52 (inclusive) through the Dining Room for period 1st Monday ?????? Friday of training (5 days). Total 157 people x 5 days (5) Provide morning and afternoon snacks not to exceed $11.45 per person (inclusive) 2 times a day. 1st Wed ?????? 2nd Friday of training (10 days). Morning breaks will consist of coffee, tea and pastries. Afternoon breaks will consist of soda, popcorn, fruit, brownies and/or cookies/ice cream.
