Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. The RFQ number is N00140-03-Q-4996. This solicitation documents and incorporates the most current provisions and clauses in effect. It is the contractor?s responsibility to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: www.arnet.gov/far and www.dtic.mil/dfars. The NAICS code is 541512 and the Small Business Standard is $21M. This is a sole source action with EA Engineering, Science and Technology (EA). The FISC Norfolk Detachment Philadelphia requests response from EA for consulting services to update Administrative Record File and develop a web-based application. Services are required for a period of performance covering 30 Sep 03 through 31 Dec 2003: CLINS 0001 Consulting Services for ARF Update and ARF Web-based application Development in accordance with the SOW, 1 LOT. The SOW for CLIN 0001 is as follows: 1. General 1.1 Fixed Price: The contract for consulting services will be a fixed price negotiated contract between the consultant and the government. The consultant will not release any information concerning the project to the public without written authorization from the government. 1.2 Background: Section 133(k) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) requires the Navy to establish an Administrative Record File (ARF) for, which forms the basis for the selection of environmental response actions. The ARF must be available for public review and comment. Currently, the ARF for Naval Support Activity Mechanicsburg (NSA) is compiled into an electronic database--scanned copies (in ?pdf? format) of hardbound documents. The ?pdf? files are accessed through use of a document storage and indexing program known as Alchemy?. The Alchemy? software and associated ARF database are currently available on a set of four compact disks (CDs), occupying 2.7 GB of storage space. The Alchemy? software and ARF database can be loaded onto a personal computer, provided the system requirements are adequate. As new hardbound documents are added to the ARF, updates to the database and associated Alchemy? platform are required. 1.3 Purpose: The purpose of this contract is to update the ARF database (with the hardbound records generated since the last update) and develop a web-based application to allow for more convenient and broader pubic access. 1.4 Objectives: ?Addition (scanning) and indexing (per QA/QC Plan for ARF) of 5000 pages and 200 oversize pages of text, drawings, and pictures to the ARF. ?Addition (scanning) and indexing (per QA/QC Plan for ARF) of 1000 color and black and white slides to the ARF. ?Conversion of the Alchemy? software to a web server application (for access over the Internet) to allow for greater ease of use and better access by the public. With the use of Internet Explorer 5.5 or higher, the Alchemy? web server application will appear the same as the current CD-based application and will have a similar searching speed. ?Provide security services for the new web server application to include: 1) a data repository in a separate hosting location from the Alchemy? web services software, 2) password access to a selected total number of concurrent users, and 3) downloading restrictions as required for select users. ?Update ARF users guide and quick start manual to reflect changes made to the Alchemy? software and Internet access procedures. 2. Web Application Demonstration to Navy 01 Nov 03 3. Final CD ROM and Updated User?s Guide 15 Nov 03 4. Final Web Application Launch 01 Dec 03 QA/QC Plan for ARF is available as PDF file upon request. EA is the only known source that is familiar with the present ARF, as they are the developer. EA has already created and currently maintains the profiles database that is required to interface with the software program Alchemy. The software and use of the database has undergone testing and is approved under NMCI. . Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The following FAR provision and clauses are applicable to this procurement: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3 ALT I, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items Parts (b) (13), (14), (15), (16), (18), (19), (29), (31) and (32). All clauses shall be incorporated by reference in the order. Additional contract terms and conditions applicable to this procurement are: 252.212-7000, Offeror Representations and Certifications - Commercial Items and 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Addenda to FAR 52.212-1ists DFARS 252.204-7004 entitled "Required Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at https://www.ccr.dlis.dla.mil/ccr/scripts/index.html . Responses to this solicitation are due at FISC Norfolk Det Phila., Bldg. 2B, 700 Robbins Ave., Phila., PA 19111, ATTN: K. Brown, Reference RFQ N00140-03-Q-4996, no latter than 4:00 pm E.S.T. on 26 Sep 2003. At a minimum the quoter shall provide this office: a signed price quote for the requested items (with unit and extended amounts per item number), prompt payment terms, remittance address, and copies of FAR 52.212-3 ALT I and DFARS 252.212-7000. All quotes shall include price(s), FOB point, a point of contact, name and phone number, GSA contract number if applicable, business size, and payment terms. Each response must clearly indicate the capability of the quoter to meet all specifications and requirements. The proposed contract action is for commercial supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a)(1)(ii). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The government will not pay for information received. This notice of intent is not a request for competitive proposals. However, all proposals received within three days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
