- Description
- NASA/GRC plans to issue a RFP for a Engineering and Technical Support Services Task Order Contract. The services will be provided on an as-needed basis to the NASA Glenn Research Center at Lewis Field in its role in the Space Science Enterprises? Project Prometheus Program, other major NASA Code S Space Science Enterprise programs such as In-Space Propulsion, and various areas within the NASA Code R Aerospace Technology Enterprise such as the Energetics Project. The following six contract task areas constitute GRC?s engineering and technical support requirements. The Contractor shall provide monthly technical, monthly financial and final task report deliverables in the format specified in this contract for each on-going task in addition to specific, negotiated deliverables (technical findings reports, presentations, other) for each subject task. Task Areas: 1. Education and Public Outreach (E/PO) Provide technical support for new and on-going Education and Public Outreach activities, including approach formulation, implementation, and final reporting. 2. Engineering Training Provide technical engineering training courses in various technical areas to maintain and/or improve program/project workforce technical competencies. 3. Power Conversion Technical Support Provide technical expertise in support of power conversion activities, including identification of technology issues, assessment of design requirements and proposed design solutions, evaluation of fabrication and test plans and procedures, independent risk management plan assessments and recommendations, environmental impact and safety evaluations, and support of program/project review meetings. 4. Electric Propulsion (EP) Technical Support Provide technical expertise in support of electric propulsion activities, including identification of technology issues, assessment of design requirements and proposed design solutions, evaluation of fabrication and test plans and procedures, independent risk management plan assessments and recommendations, environmental impact and safety evaluations, and support of program/project review meetings. 5. Power Management and Distribution (PMAD) Technical Support Provide technical expertise in support of PMAD activities, including identification of technology issues, assessment of design requirements and proposed design solutions, evaluation of fabrication and test plans and procedures, independent risk management plan assessments and recommendations, environmental impact and safety evaluations, and support of program/project review meetings. 6. Energy Storage Technical Support Provide technical expertise in support of energy storage activities, including identification of technology issues, assessment of design requirements and proposed design solutions, evaluation of fabrication and test plans and procedures, independent risk management plan assessments and recommendations, environmental impact and safety evaluations, and support of program/project review meetings. The estimated period of performance for the contract resulting from this procurement is 5 years. All prospective offerors will be required to complete and submit responses to sample tasks included in the RFP. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total HUBZone small business set-aside. See Note 1. The NAICS Code and Size Standard are 541330 and 500 employees, respectively. All responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about 10/8/03 with an anticipated offer due date of on or about 11/11/03. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
