Description
NASA's Goddard Space Flight Center (GSFC) is hereby soliciting information from small businesses or any other firms capable of meeting NASA's upcoming requirements to support NASA Safety, Reliability and Mission Assurance (SR&QA), and insight/oversight of NASA's National and International suppliers and sub-tier suppliers. Small businesses are requested to provide detailed information demonstrating their understanding of the work requirements identified below as well as their qualifications, capabilities of providing effective & efficient integrated support activities nationally and internationally, and experience and past performance history for such work. This information must be detailed because the purpose of this synopsis is to identify small businesses capable of performing this work. If no small businesses respond to this announcement or those that do respond are found to be incapable of meeting the requirements contained in the statement of work, this procurement will be conducted under Full and Open Competition Procedures. NASA GSFC contemplates a contract with a basic period of performance for 2 years and 3 one-year options. The Contractor will provide this support for all NASA Centers for the basic two years and for the 3 one-year options. Throughout the life of the contract, it is anticipated that the Contractor may have to provide supplier assurance activities in support of NASA's supplier facilities, which are currently estimated at 2,800 locations throughout the United States and internationally. This will be a performance based contract. The NAICS Code and Size Standard are 541330 and $4,000,000 respectively (if applicable). This supplier assurance effort will be accomplished by maintaining an effective, timely, and independent quality program that will assure NASA is furnished supplies and services in conformance with applicable NASA contract requirements. Supplier assurance efforts will be coordinated to provide the most efficient and effective support at each supplier facility, especially when different centers require support at the same facility. Interested sources should provide a capability statement to the address requirements below as well as the draft Statement of Work that can be found athttp://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?group=C&pin=51 /. Your response should include the following: 1) Name and address of the firm. 2) Size of business including average annual revenue for past 3 years and total number of employees for NAIS code 541330. 3) Ownership, i.e. large, small, small disadvantaged, HUBZone, 8(a) or woman owned. 4) Year firm established. 5) Names of two principals to contact, including title, and phone number. 6) Previous experience: Please include information for on-going contracts or contracts completed within the last five years under NAIS Code 541330, (title). Pertinent information required is as follows: A. Name of Contracting Activity, B. Contract Number, C. Contracting Officer name and current telephone number, D. Contracting Officers Technical Representative or Primary Point of Contact name and current telephone number, E. Contract type (Firm Fixed Price, cost plus, indefinite delivery or combination). Also include your firm's experience with Performance-Based Service Contracting (PBCS), F. Period of Performance and Total Contract Value (Actuals for past contracts), G. Summary of Contract Work, H. List of Major Subcontractors including names, addresses, and current telephone numbers of primary points of contact.The Contractor shall be capable of, at a minimum, the following: (1) Providing personnel who are adequately trained, qualified, and certified in the appropriate technical requirements of NASA product procurements, system safety, and in processing, fabricating, inspecting, testing, and nondestructive evaluation techniques as applicable to and commensurate with requested support from NASA; (2) Ensuring established procedures exist for usage, control, and trace ability of stamps assigned to its quality assurance representatives; (3) Performing independent inspections and tests for all supplies and services associated with issued work requests; (4) Providing maximum assurance that the proper design configuration is maintained as indicated by performance of "as-designed" versus "as-built" verification, and "as-tested" versus "as-specified" verification; (5) Assessing the supplier's use of the appropriate ISO elements /AS9100 elements /ESA Space Product Assurance Q requirements and associated management tools used to track, document, measure, evaluate, and promote continuous improved performance; (6) Evaluating manufacturing standards, specifications, procedures, and control documentation for processes used in design, development, fabrication, assembly, testing, and inspection by NASA suppliers; (7) Evaluating coding standards, specifications, procedures, and control documentation for processes used in design, code, de-bug, integration, test, and walkthroughs/inspections by NASA suppliers; (8) Providing personnel capable of understanding and using statistical process control techniques; (9) Providing personnel capable of understanding and using software metrics; (10) Ensuring that the supplier controls and processes nonconforming product in accordance with contract requirements. This includes certain non-deliverable tooling, test equipment, and test software that could adversely affect deliverable supplies and services; (11) Performing Mandatory Source Inspection per the individual work requests; (12) Monitoring and assessing the supplier's control of its sub tier suppliers for a specific project in order to obtain an overall assessment of the supplier's performance; (13) Evaluating changes to flight supplies and services and interfacing Ground Support Equipment (GSE)/facilities as well as related operations, documentation, and problems/discrepancies for impact to hazard analyses and provide recommendations; (14) Evaluating supplier's system safety implementation plan(s) to identify degree of compliance with safety requirements; (15) Continuously assessing and rating supplier and sub tier supplier QA, manufacturing, test, and engineering management systems, based on the flow-down requirements directed by the upper tier supplier as a criteria, to assure compliance with NASA requirements; and (16) Maintaining a system that tracks: individual work requests, contract number, and associated sub tier suppliers, supplier/sub tier supplier locations, total hours expended (broken down by function and skill categories) per contract and subcontract, and performance indicators and trends for each contract and supplier, i.e., metrics. INTERNATIONAL SAC SUPPORT The Contractor shall also be capable of providing personnel, materials, and facilities, except as otherwise provided by NASA to support the Safety, Reliability, and Quality Assurance (SR&QA), insight/oversight of NASA's International suppliers and sub-tier suppliers. The International Supplier Assurance Contract (ISAC) program shall support NASA supplier acquisition and surveillance activities to include identifying and assessing supplier risk that are likely to impact manufacturing, producibility, reliability, quality assurance, safety, and suitability of flight hardware and software. This effort entails all NASA Safety and Mission Assurance (S&MA) aspects of contract-directed activities for all NASA Centers. The ISAC program shall support activities including: evaluating manufacturing piece parts and process control systems to determine contractor compliance; providing technical analysis of flight hardware and software to determine ramifications to operational requirements; and participating and evaluating supplier's industrial and systems safety, and reliability programs. The ISAC services shall also include: source inspections, reviews, and audits of flight hardware and software delivered to NASA to support programs i.e. Space Shuttle (Orbiter, Engines, Booster, & External Tank), Space Station, X-33 (new Space Shuttle), Earth Orbiting System -AM and PM, EOS Data Information System, Wind Tunnels, Small Explorer Satellites, White Sands Ground Terminals, Expendable Launch Vehicles, and projects with universities. The Contractor shall be responsible for analyzing suppliers and sub tier supplier's documentation for technical validity and risk, and providing recommendations. The Contractor shall evaluate supplier and sub tier supplier's quality system for adequacy and compliance; assess and verify the extent to which the documented supplier's quality system is in compliance with contractual requirements. ISAC shall perform process/product focused assessments that include analysis of ISO elements /AS9100 elements /ESA Space Product Assurance Q requirements that are applicable to a particular process (i.e. process controls, control of non-conforming products, etc.). ISAC personnel shall support system reviews (i.e. SRR, PDRs, CDRs, etc.) and technical meetings to establish and verify requirements, and perform industrial and system safety assessments. ISAC shall perform independent analyses as required to evaluate risks likely to impact the producibility, suitability, and effectiveness of deliverable products. ISAC Representatives shall witness and/or perform inspection of Government Furnished Property (GFP) at a supplier's facility. These inspections shall include identification of the GFP after receipt, verification of shipping/transfer documentation, a detailed physical inspection, and functional tests. The physical inspection shall include an inspection of the packing container and materials to look for signs of mishandling that may have inflicted damage on the GFP. The ISAC Representative shall ensure, using documented procedures, that the cognizant NASA field center's assurance representative is immediately notified when defective GFP is found. In this notification, the ISAC Representative shall provide failure and deficiency data, and detail the adopted corrective action. The Contractor shall be responsible for providing SAC representative local to the Supplier's site as to eliminate the need for international travel. NASA suppliers are located in areas such as: France, Germany, England, Norway, Italy, Netherlands, Japan, Canada, etc. The ISAC Representative shall provide Individual Task Order (TO) Quality Assessment Reports, as well as, Monthly, Quarterly TO summary reports as directed by the NASA Contracting Officer. Limit your responses to no greater than 30 pages total, double space, 12 Point Font Size. Advise if this requirement is considered to be a commercial or commercial-type service. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The anticipated contract start date is May 2004. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
