Description
Amendment 0002: RFQ DTCG38-03-Q-500013 is amended and the HUBZone Small Business Set-aside is withdrawn. FAR Clause 52.219-4 Notice of Price Evaluation Preference for HUBZone Small Business Concerns (Jan 1999) (if the offeror elects to waive the preference, it shall so indicate in its offer)(15 U.S.C. 657a) is incorporated by reference. The following technical specifications replace the previous description: Digital X-Ray System: The System at a Minimum must include the following: 1. Image Recording Media: a. Re-usable, flexible imaging phosphors (IP) panels. b. Must be able to process imaging plate without a hard cassette. c. Must work off standard 110 power. d. Must be able to obtain custom made imaging panels e. Provide specification sheet on imaging panels. f. Separately price image panels and sizes available with price per panel. g. Separately price any envelopes or packaging required to either produce an image or process imaging plates. 2. Image Reader / Erasure Terminal System: a. At a minimum must be able to process the following true imaging phosphor plate (IP) dimensions and pixel displays: 1. A range of Imaging panels are required (not one or two specific sizes. 2. Supply dimensions with specification sheet. b. Imaging plates shall not require a hard cassette to process through the reader / eraser. c. Must work off standard 110 power. d. Provide specification sheet on reader / eraser. e. Provide dimensions of system. f. Provide disclosure of any maintenance required for upkeep. g. Identify any additional items required for the system to be functional. 3. Terminal / Work Station i. System CPU ii. Key Board iii. Mouse iv. Windows operating platform v. Modem capabilities, Internet capabilities. vi. Provide specification sheet on software and hardware parameters. vii. Monitor 4. Monitor: a. Monitor Minimum Size = 19? flat panel 3 mega-pixel high-resolution. i. Quote monitor separately. Two monitors may be necessary. ii. Provide specification sheet on Monitor. b. Digital Imaging soft ware at a minimum. i. An organized inventory system for image identification and retrieval. ii. Ability to store images CD / DVD and local hard drive. 1. Specify CD / DVD R or RW iii. Ability to export images in BITMAP or JPEG formats. iv. Provide a shareware with a developed compact disk that provides the ability for other end user to have dynamic image functions. Please provide specification sheet of functions available through the shareware. v. Separately price additional software package to be installed onto a Docking Station Lap Top. This software needs to have 100% capabilities of the workstation supplied to the NDI shop x-ray vault system. vi. Software upgrades shall be included at no cost or proposed separately. vii. Provide specification sheet of available image enhancement functions. 5. Tube Head a. Able to be both mounted permanently or used as a portable unit. Dual use is required. b. Separately price a minimum of 160 KV tube head capable for field and vault use. i. Specify air-cooled or oil cooled on specification sheet. ii.Quotes should include the control box and cables required for the production of x-rays. iii. Constant potential, iv.Focal spot no greater than 1.5mm.sq., v.X-ray out put 5 to 160 KV, 0.1 to 5.0 mA constant potential, vi. Quotes shall include a specification sheet for the tube head system. c. Separately price a laser pointer for the tube head and a Tripod to be used by the quoted tube head to ensure portable use of the system. d. Separately price an extra set of cables and all hardware required to make the tube head portable without removing cables and wiring from the existing vault. 6. Service and support: a. Complete set up and installation of system. Turn Key b. Training available for inspectors. c. Separately price maintenance contract recommended by manufacturer. Provide details. Maintenance contract may be included at no cost or proposed separately. 7. Installation: a. Separately price installation and wiring of tube head to exiting AR&SC NDI X-ray vault and manually operated mechanical hardware that enables the inspectors to maneuver the tube head in the vault at various axis. Tube head must be removable for portable field operations. i. Quotes should include all materials and hardware needed to incorporate the tube head into the existing vault. ii. Quotes should include hard wiring into existing electrical panel providing operation from the control box to the tube head including the existing interlock alarm system. iii. Quotes should include estimated time frame of the installation. This is needed to accommodate production needs of the NDI personnel. iv. Images of existing vault can be supplied electronically by email request to rwaldrop@arsc.uscg.mil 8.Other: Provide quotes for turn-key operation once the system is delivered, installed and operational. It is necessary that once the system is installed production of x-rays in the digital mode of operation can begin. Specification sheets for all systems and sub-systems quoted should be provided. System without the tube head assembly should weigh less than 150lbs. System must be transportable and durable industrial construction for shipyard and aviation needs. ** Imaging Phosphor plates are described differently by different companies and can also be termed as photostimulable storage phosphors to capture images. ** Proposals should adequately describe manufacturer's nomenclatures to describe components that make up a digital x-ray system. The closing date for receipt of quotes is extended to 29 September 2003 at 9:00 a.m. ESDT. Quotes can be faxed to 252-335-6849 or emailed to dhall@arsc.uscg.mil
