- PURPOSE....... BWXT Y-12, L.L.C. (Company) is acting under its Prime Contract No. DE-AC05-00OR22800 with the United States Department of Energy (DOE) at the Y-12 National Security Complex, and soliciting expressions of interest for the site work construction for Building 9720-82 on the Y-12 National Security Complex located in Oak Ridge, Tennessee. The value of the site work construction is estimated to be in the range of $4-8 million dollars. Award of any site work is contingent upon funding of this project, and funding is not currently available. It is the intent of the Company to secure a Small Business construction subcontractor capable of performing the required construction activities for this project. This expression of interest (EOI) does not constitute an invitation for sealed bids or a request for proposal. This request is for the purpose of identifying prospective and qualified small business firms. Responses received will be used for planning purposes and determining potential candidates for subsequent procurement actions, if any. It is the Company?s intent to make this procurement a Small Business Set-Aside. If you do not respond affirmatively to all participation criteria contained in the expression of interest, you will not be eligible for subsequent procurement actions. After evaluating responses to this EOI, the Company will determine if a sufficient number of qualified small businesses are interested to allow for a competitive Small Business Set-Aside procurement. If so, the Company will issue a Request for Qualifications to the qualified small businesses that responded to this EOI. If it is determined that a sufficient number of qualified small businesses are not available, the Company will issue a Request for Qualifications to small and big businesses. Technical documents for this project will contain Unclassified Controlled Nuclear Information (UCNI) and Official Use Only (OUO) information which requires special information security preparations on the part of the short listed contractors prior to receiving the RFP. All subcontractor personnel working on this project must be United States citizens......... DESCRIPTION OF PROJECT & SCOPE OF WORK............... The Site Work required to support Building 9720-82 (footprint is approximately 450 feet by 300 feet) encompasses approximately 3 acres with an overall construction site of approximately 7 acres. The work location is at the Y-12 National Security Complex and physical access to the site will be from Tennessee State Route 95 and Bear Creek Road West. The work location does not require Q-Cleared workers, but all construction personnel must be United States citizens with DOE issued identification badges and vehicle passes. Construction work at the Y-12 National Security Complex requires the successful contractor to become signatory to the Construction Labor Agreement (CLA) with the Knoxville Building and Construction Trades Council (KBCTC). Construction activities for this new non-reactor nuclear facility must be in accordance with the Price-Anderson Amendments Act 10 CFR Part 830, Nuclear Safety Management; Subpart A, Quality Assurance Requirements. Work scope consists of providing all labor, supervision, tools, equipment, material and services to perform the following: - Construction of temporary construction haul and access roads, including paving(as required) maintenance thereof, temporary site entrances and barriers - Construction of temporary site fencing - Construction of temporary shoring as required (including shoring design by a Registered Engineer) - Construction and operation of hollow fill area, soil disposal, including clearing, grubbing, grinding trees and vegetation, soil compaction and testing - Construction of asphalt storage area - Preparing site for concrete batch plant including settling pond - Demolition of existing underground utilities, including mechanical and electrical facilities, storm drains, catch basins and manholes, electrical raceways, piping - Demolition of existing aboveground facilities including curbs, gutters, sidewalks, pavement, concrete pads and pedestrian crossings - Removal of existing parking lot concrete and asphalt surfaces and hauling to designated on site areas - Grinding of asphalt and placing in on site storage area - Excavation of soils and hauling to hollow fill area - Grading site per design documents - Installation of new mechanical and electrical underground utilities, including storm drains, manholes, catch basins, security structures, piping, conduit, duct banks - Placement of aggregate backfill including compaction and testing per design documents - Placement of concrete backfill including form installation and testing per design documents - Installation of silt fences and other erosion controls/measures per design documents - Providing appropriate traffic control to segregate construction traffic and employee traffic on Bear Creek Road - Providing, operating and maintaining site de-watering facilities - Providing independent test lab support services for soil compaction testing, concrete testing - Quality Control/Quality Assurance--Requirements will be in accordance with 10 CFR Part 830.122 ?Quality Assurance Criteria? and DOE 414.1A ?Quality Assurance?............ PROCUREMENT PROCESS................ The Company intends to award an evaluated competitive firm-fixed price subcontract to the qualified successful Small Business offeror that best meets the project?s goals and objectives. Selection will be based on best-value using a three-phased approach of an Expression of Interest (EOI), Request for Qualifications (RFQ), and Request for Proposals (RFP). Phases 1, Expression of Interest, will determine if a sufficient number of qualified small businesses are interested. If there is adequate interest in small business community to proceed to Phase 2, then the strategy remains a Small Business Set Aside. Should there be insufficient small businesses expressing interest to provide adequate competition in the bid process, then the acquisition strategy will revert to full and open competition and include both large and small businesses that expressed interest. It should be noted that the threshold for the number of companies demonstrating an interest must be significantly greater than the number needed to complete the proposal process. Phase 2, Request for Qualifications, will request that firms respond to evaluation factors regarding Past Performance & Experience, Technical Capabilities, and Organization & Personnel Qualifications. The down-selection process to a few firms is necessary due to the information security requirements. The design documents will contain UNCI and OUO information and require preparations on the part of the short listed firms and the Company prior to issuance of the RFP. From the responses received, the Company will evaluate and score the Statements of Qualification against the RFQ evaluation criteria to down-select to the shortlist to receive the Request for Proposals. No pricing is to be included in Phase 2. Offerors selected to receive the RFP must comply with the Company information security requirements prior to receiving the design documents. All construction offeror personnel that will be handling, viewing or using Unclassified Controlled Nuclear Information (UCNI) or Official Use Only (OUO) documentation must complete BWXT Y-12 provided training prior to receiving the RFP package. Phase 3, Request for Proposals, will request that firms respond to technical evaluation factors such as, but not limited to, Project Management Plan & Business Management, Structure & Control, and Socioeconomic and Affirmative Action Plans and provide Pricing. A pre-bid meeting is planned in Oak Ridge, Tennessee. The basis for award will be the firm offering the best overall value, considering price, the technical RFP submittals, and the Statement of Qualifications (SOQs) evaluated under the Request for Qualification. Subcontract award is anticipated in January 2004, but will ultimately depend on the availability of funding.................. PARTICIPATION CRITERIA:....................
