Presolicitation Notice Date Submitted: 8 August 2003 OC-ALC/LGKIA DIR CONTRACTING/COMMODITITES 3001 STAFF DR STE 1AC498C TINKER AIR FORCE BASE OK 73145-3028 43?OVERHAUL AND REPAIR, PUMP AXIAL PISTONS, POC: CHUCK BAUTISTA / LGKIA/(405) 739-4404. Services, Non-Personal, Repair: The contractor shall provide all labor, facilities, equipment and all material to accomplish the repair/overhaul and/or modification, test, packing and packaging and return to the government in accordance with the work specifications contained in the contract, the line items of Air Force equipment listed below. A firm fixed price type contract is contemplated for one year, plus four one-year options for all CLINs. The items and estimated quantities are as follows: CLIN 0001: NSN 4320-01-005-3025HS, P/N: 65101B, Noun: Pump, Axial Piston. CLIN: 0001AA; Basic year - 15 each. CLIN: 0001AB; Option I - 15 each, CLIN 0001AC; Option II - 15 each, CLIN: 0001AD; Option III - 15 each, 0001AE; CLIN 0002 - Over and Above as required. CLIN 0003 - Data and Reports IAW DD Form 1423. The purpose of this solicitation is to obtain a requirements type repair/overhaul contract with 100% Contractor Furnished Material (CFM). THIS IS A SOLE SOURCE ITEM. TO: PARKER HANNIFIN CORPORTATION, 2220 Alton Parkway, Irvine CA 92618-1898. The approximate solicitation issue date will be 29 August 2003; the approximate closing date will be 29 September 2003. Deliveries are to be at a rate as follows: CLIN 0001AA - CLIN 0001AE: 2 each per month, 30 days After Receipt of Order and/or Repairable Assets. No telephone requests. Qualification requirements: Sources must be qualified prior to being considered for award. Solicitation will contain instructions for obtaining further information on this requirement. Authority: 10 U.S.C. 2304(C)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, the Government will consider all approved source proposals received by 29 Sept 2003 at 1300hrs. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Specifications, plans, or drawings relating to the procurement described are incomplete or not available and cannot be furnished by the Government. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of the acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
