Description
1The purpose of this amendment is to Extend offer due date, incorporate line items 0001 thru 0009 and Evaluation Factors into subject Solicitation. A. Offer due date is changed to read Friday, 26 September 2003 B. The following Line Items and Descriptions are hereby added to solicitation. Line Item 0001: TRAK 1 Asset Tracker MFG: New Year Tech Inc Part Number: TRAK 1 Database must be able to receive, issue, track, and record repair/usage history by unique (bar-code) number. Ability to add comments about repaired assets is required. Transactions necessary at Headquarters level to manage assets needed but no limit to accomplish this are: Receipt, Issue, Requisition, Add, Subtract, Transfer, Shipment, Turn-in (with comment option and price option for repaired assets), and Authorization. Capability to transfer accountability within the database to an identified location is needed. Accountability and usage at the location level is also necessary for property custodians to manage headquarters purchase equipment. Also request and query options at location level as needed. All transaction must be archived for future use. Report/query options are needed to access the database for information to formulate repair budgets, equipment repair history by unique number, and security options are required for different levels of property management. System must be able to network with the TRAK 4 program already in use. Line Item 0002: Software Customization/System Analysis: Programming and testing of the customizations required by AFOSI in the Requirement document from Line ite 2, number of hours and amount to be determined by Requirements document Line Item 0003: Portable Data Terminal (PDT) w/ Integrated Laser Scanner: PSC Percon falcon 320, 16 line display, 8 Mb, ATA slot: MFG - PSC; Model PER-000009632 Brand Name or Equal QTY: 9 Line Item 0004: 32 MB SanDisk Industrial Compact Flash card w ATA adapter: Compact flash card w ATA adapter; MFG - SanDisk; Model - SDCFB-32-101-80 Brand Name or Equal QTY: 9 Line Item 0005: Noun - USB 2.0 digital media reader; MFG - Kingston; Model - FCR HS2/ATA Brand Name or Equal QTY: 1 Line Item 0006: Noun - SnapShot Standard decoded Laser; MFG - PSC; Model - PER-0000096 Brand Name or Equal QTY: 1 Line Item 0007: Installation/Training; Full Installation and equipment at client site(as required) QTY:1 Line Item 0008: Implement Support Services; On site support during first two days of implementation for user assistance and support (as required) Line Item 0009: Yearly Maintenance Agreement Optional Yearly maintenance. Minimum Maintenance: to include unlimited phone support 8:30 AM - 4:30 PM daily excluding holidays and weekends, two hours of analysis/programming per month at no charge accruable to a max of four hours. C. The following provisions are hereby incorporated into subject Solicitation: FAR 52.212-2, Evaluation of Commercial Items and FAR 52.212.1, Instructions to Offerors Basis of Award: The Government will award a purchase order resulting from this RFQ to the most responsive, responsible offers whose offer represents the ?best value? in terms of the following factors in descending order. Best value will be based upon a tradeoff between non-priced and price factors. The contractor?s technical capability is significantly more important than price consideration. Factors: 1. Non-Price ? Technical Capability (software description, specification & capability) 2. Price a. Technical Capability: a. Software must be able to network with the existing TRAK 4 software already in use. The contractor must provide his/her software description, specifications, and capabilities. The Government will evaluate the offers against the standards: 1. Receipt, Issue, Requisition, Add, Subtract, Transfer, Shipment, Turn-in (with comment option and price option for repaired assets), and Authorization. Capability to transfer accountability within the database to an identified location is needed. 2. Software, at minimum, should be able to handle up to 10 thousand (10,000) records, fixed and mobile assets, and assets at locations CONUS and OCONUS. The non-priced evaluation factors will receive an assigned rating of exceptional, acceptable, marginal, or unacceptable. b. Price: The Government reserves the right to enter into and agreement with other than lowest offeror. The government intends to enter into an agreement without discussions, nevertheless, the government may communicate with an offeror in order to clarify or verify information submitted in its offer.
