- NA This FedBizOps announcement is notice that TRICARE Regions Southwest & Central (6, 7 & 8) which includes all Military Medical Treatment Facilities (MTFs) in the states of Texas, Arkansas, Louisiana, Colorado, Arizona, Kansas, Missouri, Idaho, Oklahoma, New Mexico, North Dakota, Montana, Nebraska, Nevada, South Dakota, Utah, and Wyoming are initiating the standardization process for the product line of NEEDLELESS PRE-FILLED NORMAL SALINE FLUSH SYRINGES and NEEDLELESS PRE-FILLED HEPARIN FLUSH SYRINGES used fo r patient care to be available in various sizes. This is not a Request for Proposal, and samples are not being requested at this time. The intent of this standardization is to establish regionally preferred sources for hospital supply items to standardize purchasing of products for regional MTFs. In ex change for becoming a preferred source for TRICARE Southwest & Central Regions, the Government requests additional price considerations for these products. Additional TRICARE Regions may elect to join after award and additional price consideration will be requested at that time. Clinical Product Teams (CPTs) will evaluate this product line. CPTs are composed of healthcare providers who have expertise and knowledge of the products. They will review products and literature submitted. TRICARE Regions Southw est & Central deem the CPT members to be medical experts. Therefore, they are qualified to determine and recommend which products are acceptable. Their recommendation can be accomplished by literature review, presentation, demonstration, physical or clini cal evaluation. Companies interested should respond by Email to: Kevin.hill@tricaresw.af.mil and provide your company name, address, point of contact, telephone, fax and answers to the below listed criteria questions no later than 23 October 2003. Specific Criteria 1. Is the syringe packaging clearly labeled as to contents, volume, sterility status, expiration date and proper temperature for storage? 2. Is each syringe individually wrapped and labeled for single use only? 3. Is the normal saline and heparin preservative-free? 4. Is the syringe labeled ??????For IV Flush Only?????? and clearly labeled? 5. Is the flush syringe compatible with all needle less IV administration systems? 6. Is this device easily disposed of within standard sharps containers? 7. Is the vendor able to provide documentation of sterilization process? 8. Is the product and package labeled latex free? 9. Is Heparin available in at least 10u/ml doses? General requirements are as follows: 1. Can your company service all regional MTFs with clinical support, educational programs and utilization reports? 2. Can your products be supplied through our Pharmacy and Med-Surg Prime Vendors, i.e., Cardinal Health, Dakota Drug & Bergen? 3. Do you have both a Med-Surg and a Pharmacy Distribution and Pricing Agreement (DAPA) number? 4. Can your company provide volume discounts and support a return goods policy? 5. Can your company provide a phased implementation plan with quarterly status? 6. Can your company provide a conversion chart to show competitors like items? 7. Can your company show that product meets a specific standard (e.g., ASTM), and can you include literature or a letter from the manufacturer indicating how the product meets the specific requirement where applicable including: ISO 594-1:1986 Con ical Fittings with a 6% (Luer) taper for syringes, needles and certain other medical equipment; Part 1 General requirements, ISO 594-2:1998 Conical Fittings with a 6% (Luer) taper for syringes, needles and certain other medical equipment. If necessary, these criteria may be further developed by the CPT and will be provided to your company. Distribution of these products for DoD must be accomplished through both our regional DOD Pharmacy and Med-Surg Prime Vendors: Bergen, Cardinal Health, Dakota Drug. Suppliers must be DAPA holders and may be req uired to conduct clinical evaluations and provide clinical samples at no cost to the government. If your company currently holds a DAPA for this Pharmacy and Med-Surg Product Line, your company is eligible to participate in the standardization process. I f your company is not a current DAPA holder for this product line, you are still eligible to participate in the standardization process for these regions by contacting the Defense Support Center-Philadelphia (DSCP). For Med-Surg DAPA information, contact the DAPA contracting officer, Mr. John Charalabidis at (215) 737- 7124 for assistance. For Pharmacy DAPA, contact Major John Howe at (215) 737-3262. Your company can be considered for standardization once DAPA paperwork is pending at DSCP. After you ha ve notified the TRICARE Regional Business Office (TRBO) that your company wishes to participate, or that your DAPA application is pending with DSCP, your company will be notified prior to the start of the standardization process for this Product Line. If your company can provide any of these items, please forward literature of all items available from your company that meet the product descriptions and any corresponding product literature to: Kevin W. If the CPT recommends a company, the TRBO may request sales data to facilitate a conversion plan. This information will be treated as proprietary a nd not releasable. Companies not responding by the above date may be eliminated from consideration on any subsequent procurement action for these items.
