Description

This is a combined synopsis/solicitation for commercial items with an intent to award on a sole source basis prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued. The solicitation number, N00259-03-T-0151 is issued as a request for quotation (RFQ). The North American Industry Classification System (NAICS) Code for this acquisition is 541990, Size: 6M. This procurement is a small purchase, total small business set-aside solicitation. CLIN 0001: NON-PERSONAL SERVICES CONTRACT AS AN EXECUTIVE RESEARCH PROGRAMMER FOR THE PERIOD OF 28 SEPTEMBER 2003 THROUGH 27 AUGUST 2004 IN ACCORDANCE WITH THE STATEMENT OF WORK. The following clauses and provisions are applicable and will be incorporated into the solicitation by reference, and will be available in full text upon request. The solicitation document and incorporated provisions and clauses are those in effect through FAC 2001-15. FAR 52.212-1 INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS (OCT 95); 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS-COMMERCIAL ITEMS (OCT 95) must be completed and submitted along with the proposal, a copy can be obtained by contacting the Contract Specialist, Domingo B. The following factors shall be used to evaluate offers: Ref FAR 15 (1) Past performance, (2) Technical capability, (3) Delivery, and (4) Price. A resume and at least three references must be submitted with the quotation. Past performance, technical capability based on the description requirements and delivery when combined are significantly more important than cost or price. Prior to award, the government will review the quotes for the purpose of ascertaining their technical capability. DFARS 252.204-7004 REQUIRED CENTRAL CONTRACTOR REGISTRATION (Mar 98); 252.232-7003 ELECTRONIC SUBMISSION OF PAYMENT REQUEST (MAR 2003). All interested bidders must submit quotation with the requirements as stated above to Domingo B. This order will be firm fixed price. Quotes from all responsible sources will be considered.
