- Description
- The General Services Administration (GSA) announces an opportunity for Design Excellence in public architecture for performance of Architectural-Engineering Design Services for a Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract in accordance with GSA quality standards and requirements. Work under this contract will be for the states of California, Nevada, Hawaii and Arizona. Multiple awards may be made from this solicitation, but the Government anticipates making no more than five awards from this solicitation. This Solicitation is for A/E services for a period of one year with four one-year option periods. Minimum contract amount per year is $3,500 per contract; maximum amount per year is $2.0 million per contract. This is a Total Small Business Set Aside. NAICS code is 541310, Small Business Size Standard is $4.0 million. Disciplines and services required may include, but may not be limited, to architectural, electrical, mechanical, structural, civil and geotechnical engineering, cost estimating, elevator, fire-safety, code-compliance, and hazardous material consultant services. Projects may also involve work in specialty areas such as alterations in historic buildings or asbestos abatement work. Preparation of design documents may, at GSA?s requests, be required in English, Soft Metric or Metric measures. Services may include assisting the GSA staff with ?in-house? design and construction inspections. Other construction related services that may be awarded include land surveys, materials testing services and comprehensive subsurface investigations. The selected firm(s) must negotiate overhead and profit rates and hourly rates for anticipated disciplines for use in negotiating fixed price work orders, and may be required to submit to a GSA audit prior to negotiations. For pricing individual orders, the Government will use the fixed price amount in the lookup table, which will be a function of project, size, type and complexity. The lookup table will be provided to the A/E during initial contract negotiations and shall be part of any contract resulting from this solicitation. However, the Government reserves the right to award a contract based on negotiated overhead, profit, and hourly rates only as well as to use those rates for work orders which do not fall within the scope of the Look-up Table. A/E selection will be completed in two stages as follows: In STAGE I, interested firms will submit portfolios of accomplishment that establish the design capabilities of the A/E Firm. Standard Form 254 (Architect-Engineer and Related Services Questionnaire) and Standard Form 255 (Architect-Engineer and Related Services Questionnaire for Specific Project. STAGE I submission requirements and evaluation criteria: Firms having the capabilities to perform the services described in this announcement and meet the definition of a small business, are invited to respond by submitting SF-254 (for the A/E Design Firm), which must not be dated more than twelve (12) months before the date of this synopsis and modified SF-255. as well as the following: (1) PAST PERFORMANCE AND EXPERIENCE OF THE FIRM (30 %): The A/E Firm will submit graphics (maximum of three pages per project) of not more than five space alteration/renovation projects completed in the last five years. The narrative (maximum of two pages per project) shall indicate the lead designer for and address the design approach with salient features for each project. The narrative shall discuss how the client's program, function, image, mission, economic, schedule and operational objectives were satisfied by the overall design/planning solution. Include tangible evidence where possible such as certificates, awards, peer recognition, etc. demonstrating design excellence. Provide a client reference contact for each project, including name, title, address, phone, fax numbers, and email. A portion of one page presented for each project must include a representative floor plan and either a site plan or a building section. (2) QUALIFICATIONS OF DESIGN TEAM (25%): submit resumes of key personnel outlining commitment to projects and qualifications and relevant experience as individuals and as a team. (3) DESIGN MANAGEMENT/ORGANIZATION (25%): Submit a narrative outline (maximum of three pages) describing the firm's project management planning, coordination, scheduling and production facilities, capabilities and techniques for both design projects and construction inspection the firm's commitment to opportunities for small, minority and women owned business. (4) QUALITY AND COST CONTROL (15% weight factor), Submit a narrative outline, (no more than three pages), with examples, describing the firm's ability to evaluate/develop accurate preliminary project budgets; ability to control project costs during design process; ability to design within funding limitations, methods used to coordinate construction documents, work of various engineering disciplines, and provide general production quality control. (5) LOCATION IN THE GENERAL GEOGRAPHIC AREA OF THE PROJECTS AND KNOWLEDGE OF THE LOCALITY OF THE PROJECTS (5% weight factor) Submit a narrative outline, no more than one page, stating how much of the work will be performed within the states of California, Arizona, Hawaii and Nevada, and where the main production office where the work will be performed is located. A total of five copies shall be submitted, and the outer envelope should bear the following information: IDIQ Architect/Engineer Services for CA, AZ, NV, HI, Due Date,and Closing Time. All responses must be sent to Laurel M. Cutter, Contracting Officer, Real Property Programs Division, Contracts Branch, 9PMFC, 450 Golden Gate Avenue, 4th Floor East, San Francisco, CA 94102 and must be received not later than October 28, 2003, 2:00 PM local time. Based on the submissions from STAGE I, a short list of at least three firms will be established for STAGE II. STAGE II firms will be asked to submit to an interview. Firms should be prepared to discuss their submittals and to demonstrate their ability to fulfill the contract requirements. Based on the interviews and the STAGE I submissions, firm(s) will be selected for award. Late responses are subject to FAR Provision 52.214-7, and failure to submit all required information may result in rejection of your proposal. This Solicitation and resulting Contracts are being procured under FAR Part 36. This is not a request for Proposal. Small disadvantaged, small women-owned, HUBZone, and small veteran owned businesses are encouraged to submit their qualifications.
