Description
Item: Parka and Trouser, Wet Weather, Heavyweight This solicitation will be issued as an unrestricted, IDTC and is for the acquisition of Parka/Trousers, Wet Weather, Heavyweight. The Items are to be manufactured in accordance with MIL-P-87098. There will be a base year plus a two-year term option. The minimum-maximum quantities for the Parkas as well as the Trousers base year will be 13000/42000. The minimum and maximum quantities for the first and second term options for the parkas and the trousers will be 10,000/42,000. This acquisition will be issued as an unrestricted RFP. Best value source selection procedures will be used into solicitation. It the following evaluation factors are incorporated: Past Performance, Socioeconomic Support, JWOD, DLA Mentoring Business Agreement. The Government intends to make only one award. The production leadtime of the first delivery order is 210 days after the date of award and will consist of 8 delivery increments. The destinations involved are New Cumberland Pennsylvania and Tracy CA. Copies of the solicitation will be made available on the procurement gateway at http://progates.daps.mil/home at the time of solicitation issuance. From the home page gateway homepage, select "search RFP from the right hand side bar. Then choose the RFP you wish to download. RFP's are in a portable document format (PDF). In order to download and viewed these documents he will need Adobe Acrobat reader. The software is available free at http://www.adobe.com. In addition to receiving e-mail notification of solicitation you must register with the user profile feature of the gateway. Specifications/patterns can be obtained at http://assist.daps.mil. Offeror should register to receive notification of this solicitation or solicitation amendments. Copies of this solicitation can be found on the DLA Procurement Gateway at http://progate.daps.dla.mil AFTER July 17,2003. From the Gateway homepage, select "Search RFPs" from the left-hand sidebar. Then choose the RFP you wish to view. You must be registered in order to download RFPs. If you are not, you will be directed to register at time of download. In order to ensure e-mail notification of RFPs, prospective vendors MUST go to the RFP Information page and select DSCP Clothing & Textiles (C&T) as the commodity center from which notices will be sent. Important Note on Foreign Content The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as ?The Berry Amendment? impose restrictions on the DoD?s acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and ?specialty metals? (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
