- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference number is F2LMCA32340100. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-15 and DFARs Change Notice (DCN) 20030821. This acquisition is 100% small business set-aside. North American Industry Classification System (NAICS) IS 334516. The size standard is 500 employees. This acquisition includes Contract Line Item Number: CLIN 0001: one (1) each MIRAN SapphlRE XL Ambient Air Analyzer with gas filter to include: particulate filter, shoulder carrying strap, battery, charger, interface cable, single channel battery charger, RS232 instruction personal computer software, temperature indicator, IR standard detector, and aluminum cell. MFR: Thermo Electron Corporation, P/N: 205B-XL or equal; CLIN 0002: one (1) each Spectrum Correlation Software. MFR: Thermo Electron Corporation, P/N: 4 or equal; CLIN 0003: one (1) each ETL certification, intrinsically safe. MFR: Thermo Electron Corporation, P/N: S or equal; CLIN 0004: one (1) each Accessory Kit to include: carrying case, leak probe, zero and particulate filters. MFR: Thermo Electron Corporation, P/N: CR015BE or equal; CLIN 0005: one (1) each Closed Loop Calibration System, 120 VAC, 50/60Hz. MFR: Thermo Electron Corporation, P/N: 071-5707 or equal; CLIN 0006: one (1) each Field Performance Kit to include gas delivery system and calibration gas. MFR: Thermo Electron Corporation, P/N: CR014LG or equal. The analyzer shall be configured as follows: 120 factory calibrated gas applications; most gases calibrated at multiple wavelengths; one (1) standard mutigas; memory space available for 10 single gas user library entries and 9 multigas user library entries. The contract being contemplated is a firm-fixed price contract. Interested contractors who believe they can meet the requirements are invited to written quote. CONTRACTORS MUST COMPLY WITH DFARS 252.204-7004, REQUIRED CENTRAL CONTRACTOR REGISTRATION (MAR 2000). DFAR clause 252.2127001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items applies. Applicable DFAR clauses cited in 252.212-7001 are: 252.225-7001, Buy American Act and Balance of Payments Program; 252.247-7024, Notification of Transportation of Supplies by Sea.); clause 52.232-33 Payment by Electronic Funds Transfer--Central Contractor Registration; clause 52.212-2 Evaluation--Commercial Items, the following factor shall be used to evaluate offers: Lowest, technically acceptable offer. The government will award a contract resulting from this RFQ to the responsible offeror whose quotation conforming to the solicitation will be the most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offeres: Price, and Technically acceptable with Technically acceptable being more important than price. Offerors must include a completed copy of the provision 52.212-3, Offeror Representations and Certifications--Commercial Items with the offer. If the offeror does not have a copy of this provision, contact the Contract Specialist to receive a copy.
