Description
This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis is in support of a market survey being conducted by the United States Air Force Electronic System Center (ESC) to determine potential sources capable of providing an Alternative Sensor for the AN/FMQ-13 Wind Measuring Set. The purpose of this announcement is to help the Government mitigate program costs, schedule, and performance risks, by identifying possibilities and potentially highly competitive firms for the FMQ-13 Alternative Sensor Solution acquisition. The FMQ-13 Alternative Sensor Solution must be capable of interfacing with the existing FMQ-13 wiring, indicator and recorder in accordance with interface specifications contained in TO 31M1-2FMQ13-1. The system must be capable of accurately sampling, measuring, and reporting wind speed, direction, variability, and gusts. These measurements will be used to derive wind information. The FMQ-13 Alternative Sensor Solution must have a high reliability and availability, immunity to induced or applied transients on signal and power lines, and have all software/firmware required for data processing, display, and storage. The Alternative Sensor Solution must be capable of utilizing indigenous power sources. The Alternative Sensor Solution must be within the state-of-the-art and an off-the-shelf system, as the Government does not intend to fund any development. Any information submitted by respondents to this synopsis is strictly voluntary. The Government will not pay for any information that is submitted by respondents to this Sources Sought request. Respondents judged by the Government to be responsive and capable of providing a FMQ-13 Alternative Sensor Solution will be listed and made available on the HERBB. Interested parties are encouraged to reply identifying web sites and/or other company provided resources the Government can review to assess capability. Interested parties should respond electronically to the email address Rochelle.Smith@hanscom.af.mil by 3 October 2003 to let the Government know of their interest. Electronically submitted material sent in addition to a statement of interest should not exceed 14, one-sided, 8.5X11 inch pages, with the font no smaller than 10 point. It is anticipated that a DRAFT Request for Proposal (RFP) will be posted on the Hanscom Electronic RFP Bulliten Board within a few days.
