Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation/Purchase Request number F5SC1132581000 is issued as a Request for Quote (RFQ). This document incorporates provisions and clauses that are in effect through Federal Acquisition Fac 2001-15, Effective 25 Aug 2003 . This requirement is a sole source intended to award to Night Vision Equipment Company. The NAICS Code for this synopsis/solicitation is 333314 (Size Standard = 500 employees). The Government intends to award one line item number (CLINS), 1.Quantity eight (8) Mini-IR Miniature Hand-held thermal imager (part number MX-1). Seven (7) hour battery life, small enough to put in BDU pocket, integrated tri-pod mount, weather and shock resistant, 12 VDC external power jack, video output, manual brightness and contract control, 3" eye relief for face shields and masks. FOB destination to Hanscom AFB MA shall be included. Quotations that do not include prices for all Requirements will not be considered. The delivery shall not exceed 60 days from date of order. Deliver to Hanscom AFB, MA. 01731. The following provisions and clauses apply to this procurement: FAR 52.212-1, Instructions to Offerors- Commercial. Evaluation/Award will be made to the responsible offeror whose offer is considered to represent the best value to the Government considering technical acceptability, past performance, and price. Technical and Past Performance, when combined are significantly more important than price. Offerors are required to submit at least three recent references for evaluation of past performance of same or similar services or items. FAR 52-212-3 Offeror Representations and Certification-Commercial Items (all offerors shall include a completed copy of this provision with their proposal); FAR 52.212-4- Contract Terms and Conditions-Commercial Items; FAR 52.212-5- Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, [in paragraphs (b) and (c) the following clauses apply; FAR 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52-222-36, 52.222-37, 52.232-33 and also included are DFARS 252.204-7004, 252.225-7002, 252.225-7000, and 252.212-7001, [in paragraph (b) the following clause(s) apply: 252.225-7001].
