- The government item will be a firm-fixed price contract sole source for a qty of one to Raytheon Technical Services Company, 6125 E. 21st Street, Indianapolis, Indiana 46219 (CAGE 072E5). Authority: 10 U.S.C.2304(c)(1), Justification: Supplies or Services required are available from only one or a limited number of responsible source(s) and no other type of supplies or services will satisfy agency requirements. The approximate issue date will be 11 October 2003 with a response date of 10 November 2003. Raytheon Technical Services Company has shown the capability of providing equipment for use by the government for the detection of explosives devices. The government?s requirement is for the following: Raytheon CargoScreen PM AT-10K an automated, deployable cargo screening (DCS) system capable of non-intrusively screening cargo as large as a fully built-up 463L air cargo pallet (108?Lx88?Wx96?H and 10,000 pounds of cargo) to detect as little as one pound of concealed explosives and be transportable aboard a C-17 or C-5 military cargo aircraft. The DCS and operational concepts will employ mature technologies consisting of an automated sampling system to extract and collect trace explosive samples from bulk items on 463L air cargo pallets. The system will use an inspection chamber within which atmospheric pressure; temperature, vibration, air jetting and other conditions are controlled for physical agitation of items to release vapor and particles from the interior and outer surfaces of inspected items. The system will also encompass a selective collection system for transporting, directing, and harvesting the released and suspended vapor and particles for analysis and identification integrating commercial off-the-shelf (COTS) detectors and analyzers.
