Description
NA This notice is for information purposes. The Government has completed its Market Research and concluded only Northrop Grumman Mission Systems, Carson, CA possesses the unique capabilities to provide the Government with an additional operations center in s upport of the Special Projects Office (SPO), Fort Monmouth to support L-Band satellite communications for FBCB2/BFT. This site will serve as the back-up Ops Center for FBCB2 BFT systems deployed in CONUS. It is to be an L-band Operations Center. The Operations Center will provide for the Data Broker, Radiant Mercury, and Packet Switch functionality. VPN links will be required to the primary Ops Center. The Contractor is responsible for any required integration into the Ops Center. The contractor shall perform a site survey and recommendation within four weeks of contract award. The contractor shall provide operational documentation and training to four designated trainees. The contractor shall have the Operations Center tested for connectivity and operational by November 2003. This is in support of ongoing OEF/OIF efforts. This SPO will provide situational awareness to deployed forces in CONUS. The OEFC4 equipped platforms (ground and airborne) will provide SA information back to the command posts, to other OEFC4 equipped platforms in the AOI, and contribute BFT information into the Common Operational Picture (COP). In addition, the OEFC4 equipped platforms will facilitate Command and Control (C2) communication between platforms, and from platforms to the main operations center and forward command posts. Contractor must ensure that the Ops Ctr supports integration and exchange of data with literally hundreds of programs and systems that are linked to the FBCB2 System. This procurement is to be acquired on a sole source basis as a modification to contract DAAB07-02-C-E201 with Northrop Grumman Mission Systems. Justification and Approval for Other Than Full and O pen Competition has been approved in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1.
